NIRAS is an international company providing project management and technical assistance consulting services in the fields of natural resource management and biodiversity, water supply sector, renewable energy and climate change, agriculture, and technology transfer. For the last five years, NIRAS has undertaken 500 short- and long-term assignments worldwide. We have a strong presence in Southeast Asia, including our permanent Asian headquarters in Phnom Penh and where we implement both short- and long-term assignments funded by various bi- and multi-lateral organizations.

NIRAS is now pursuing with the opportunity for an ADB –funded regional project: Implementing the GMS Core Agriculture Support Program Phase II (CASP II). 

National Experts Required:
We are looking for national experts for the following positions in Cambodia:

  • 3. Urban Sanitation Engineer
  • Assignment Duration:  12 months (exact length to be determined)
  • Anticipated Project Start Date: April-May 2016
  • Project Location: Phnom Penh Cambodia, with travel to provinces as required
Job Requirement :
  • Qualifications Required:
    • At least Bachelor’s Degree or higher in related disciplines
  • Professional Experience Required.
    • 10 years of ideal experience in providing strategic GSI support to projects and to regional or national level institutions.
    • Proven experience/knowledge of government planning processes and integrating GSI interventions in the plans.
    • Expertise in training and capacity building
    • Ability to integrate GSI indicators in the planning, monitoring and evaluation processes.
    • Ability to work with regional and national level actor in GSI mainstreaming related activities
Job Duties :
  • Scope of Assignment:
    • The consultant will be responsible in facilitating the mainstreaming of gender and social inclusion (GSI) perspectives within CASP overall portfolio, and building the capacity of NSSUs and other partner agencies in this regard.
    • The consultant will support coordination and integration of institutional arrangements for mainstreaming GSI perspectives within selected agricultural and environmental policies and programs through technical assistance and capacity building.
  • The consultant will:
    • Conduct a review which identifies gaps and opportunities for GSI mainstreaming, and propose a strategic plan to integrate GSI perspectives which targets selected projects and endeavors;
    • Based on agreed strategic plan, provide leadership in the strengthening of GSI within agricultural/environmental/energy policy, law, regulation, enforcement, and dispute resolution mechanisms;
    • Based on the revised institutional arrangements, develop and deliver awareness materials, capacity building programs, and operational guidelines etc.,
    • Review research/knowledge product designs and drafts to provide technical input on integrating GSI perspectives;
    • Identify in-country examples of good practice in mainstreaming GSI within agriculture, spatial planning/management, strategic environmental assessment, and safeguard protocols;
    • Document successful examples and lessons learned to share regionally and internationally;
    • Identify the changes to institutional arrangements to incorporate GSI requirements to support best practice;
    • Conduct a brief needs and opportunities assessment for a broad-based training on mainstreaming GSI within the agriculture/environment/energy sector at the national level. This assessment would include identification of training materials, training providers, and any remaining gaps;
    • Conduct training within the GMS region to introduce the topic of GSI within agriculture/environment/energy policy to key CASP and CEP government partners in the agriculture/environment/energy sector.
    • The goal of the training is to familiarize partner government agencies with the importance and benefits of GSI in agriculture, energy and environment, and familiarize them with approaches to GSI mainstreaming.
