Introduction :

This Life Cambodia (TLC) is seeking to employ a full-time staff member for the position This Life Beyond Bars Program Coordinator and Financial/Admin Officer.

This Life Beyond Bars Program Coordinator
The This Life Beyond Bars Program Coordinator is responsible for the management of all activities regarding This Life Beyond Bars including vocational and personal development training, family visitation and post-release support for juvenile detainees, as well as family support for those with a caregiver in prison, Participatory Rural Appraisals (PRAs), Human and Legal Rights workshops, monitoring and evaluation, project reporting, plus any additional requirements. The Program Coordinator will delegate and collaborate with his/her staff to ensure all activities are completed in a timely and ethical manner. The position is based in Phnom Penh and will oversee program delivery in Phnom Penh CC2, Siem Reap and Banteay Meanchey Prisons, thus frequent travel to provincial areas will be required.

Job Requirement :
  • Education/Experience:
    • University degree or equivalent in any social science field that is focused on Law and Justice/Human Rights/Community Development, combined with extensive experience in similar responsible position.
    • Minimum three (5) years of relevant work experience in project management, Law and Justice, Human Rights.
    • Experience working with prisons/juveniles in conflict with the law/ or the Justice System.
    • Experience working with different government departments of all levels
    • including at national and sub-national level.
    • Experience working in an international organization within donor funded programs

    • Excellent interpersonal skills, including the demonstration of sensitivity to and appreciation for diverse viewpoints and different communications styles in a multicultural environment
    • Demonstrated ability to work in harmony with staff members of different
    • Nationalities, with a mutually supportive team approach.
Job Duties :
  • Manage and coordinate staff as per TLC human resource policies and staff contracts
  • Manage and coordinate delivery of program across stated prisons and provincial areas
  • In conjunction with Technical Lead, prepare annual program work plans and budgets
  • Build and maintain strong relationships with key stakeholders (particularly CC2, Siem Reap and Banteay Meanchey prisons) and other NGOs
  • Attend regular meetings with the General Department of Prisons as per their schedule
  • Conduct monitoring and evaluation of program outcomes
  • In conjunction with Technical Lead prepare donor reports, end of year report and other specified program reports
  • Prepare internal TLC monthly program report
  • Regular reporting through management structure
  • Identify strategies to lead a cohesive team and manage team dynamics
  • Identify strengths in staff and encourage professional development and capacity building
  • Stay informed of relevant skill and qualifications levels required for effective performance, and circulate requirements and relevant information to the TLBB team as appropriate.
  • Relevant training and development of staff
  • Identify and implement improvements to help the program achieve its objectives
  • Promote and maintain TLC’s participatory techniques for community development
  • Community advocacy and capacity building
  • A strong commitment to and active promotion of child safety and child protection
  • Represent TLC on various committees, work groups and forums
  • This position may also require the undertaking of additional jobs on request by the TLC Deputy Director and Executive Director

Salary Package
This Life Beyond Bars Program Coordinator

Salary Package: $650 - $700 per month. The successful candidate will be offered a competitive salary based on experience. The package also includes savings scheme, health and accident insurance, and a telephone allowance.

Finance/Admin Officer
The successful candidate will be offered a salary based on experience. The package also includes savings scheme, health insurance, and a telephone allowance. Salary Package: $200 - $300 per month, depending on experience.
