Job Requirement :
  • Essential:
    • Knowledge of withholding tax on personal incomes especially related salary and fringe benefits for foreigners. Experience in processing and securing tax exemption for international NGOs. Knowledge of law on associations and non-governmental organisations (LANGO) and labour law. Experience in dealing with the Ministry of Foreign Affairs and International Cooperation for processing registration and extension.
    • Understanding and commitment to data protection and equality. Experience of working with different cultures and backgrounds.
  • Desirable:
    • Experience of working with the government structure and regulatory requirements.
Job Duties :
  • The Role
    • Secure tax exemption of volunteers’ costs from the authorised ministries.
    • Extend VSO Cambodia’s MOU with the MOFA for another 3 years term.
  • Tax exemption certificate:
    • Understand local tax regulations that are applicable to international volunteers’ costs based on the assessment conducted previously.
    • Be aware of different classifications of volunteers’ costs including recruitment costs, pre-departure training and monthly allowance, housing fee, and transportation.
    • Negotiate with the Ministry of Foreign Affairs and International Cooperation (MOFA) and the Ministry of Economy and Finance (MOFI) to obtain a tax exemption of volunteers’ costs.
    • Obtaining a recommendation letter from MOFA that states whether VSO is a non-profit international volunteer organisation as defined in MOU, Article 2.
    • Inception report: This report will be used to record as a minimum the updated status of the project, a refinement of the methodology to be used, definition of the stakeholders and implementation plan. The report will incorporate the minutes of the inception meeting. This output will be due two (2) weeks after commencement.
    • Progress Report: This report will, as a minimum document, be a review of existing work, identify key success and issues to be sorted as well as fact-based possible approached or further action to be taken. This output will be due four (4) weeks after commencement.
    • Final report: The exemption letter in which this final deliverable will be made available within eight (8) weeks after commencement.
  • MOU extension
    • Understand the nature of VSO work and programmes. Prepare official letters on behalf of VSO that will be required by concerned ministries/departments.
    • Coordinate with VSO’s partner ministries to receive their endorsement of VSO’s application for MOU’s extension.
    • Submit all required documents/letters to the MOFA and ensure that the MOU is extended for another 3 years term.
