The Ministry of Health, with support of Development Partners, including the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), started the process to formulate the third Health Strategic Plan (HSP3, 2016-2020). The HSP3 is a strategic management tool that guides the MoH and stakeholders to effectively and efficiently marshal the available resources towards achieving defined goals and objectives. The formulation process happens under guidance of the Minister of Health, with inputs by the Technical Working Group for Health (TWGH) and its Secretariat. The execution process is led, managed, coordinated and facilitated by the Department of Planning & Health Information, with technical support by seven Task Teams advising on a equal number of strategic areas. Similar to the formulation of its predecessor, the MoH employs a participatory and consultative approach to HSP3 development. Consultative workshops are organized to generate inputs from Task Forces, Sub-Committees of TWGHs, Ministries/Agencies, Provincial Health Departments, Operational Districts and Health facilities, subnational administrations, professional associations, academic institutions, private sector, and Health Partners including NGOs.
