Job Title : Senior Recruitment and Personnel Officer

Job Requirement :
  •  Bachelor degree of Human Resources Management and/or related fields;
  •  At least 3 years of practical experience in HR management and demonstrated knowledge of the micro- finance sector is strongly preferred;
  •  HRIS and good understanding of Cambodia Labor Law;
  •  Have a good interpersonal and communication skill, team work, and independent.
Job Duties :
  •  Be responsible for recruitment and selection process these included: collaboration with hiring manager to perform job analysis and come up with job description and qualification, job requisition, advertising, networking, screening, interviewing, employment and reference checks, negotiations with successful candidates, and job offer;
  •  Ensure that all vacancies requested are recruited on time and followed with HR plan (HR Business Plan) as well as align with the institution’s productivity targets and expectations;
  •  Build a network of selected and targeted talent candidates through proactive direct and relationship building or partnership agreements with advertising channels such websites, universities, referrals, and recruitment agencies;
  •  Work closely with HHR to regularly identify whether any working gaps then come up with and execute the improvement plans to enhance the quality and efficiency of the recruitment process and practices;
  •  Work closely with concern department heads to identify staffing needs and develop recruiting strategies to attract talent candidates;
  •  Conduct pre-orientations on employment contract terms, working conditions, benefits and compensations, career development, disciplinary matrix, code of conducts, mission, vision, and core value to new staffs;
  •  Work closely with risk and legal compliance team to coordinate the labor law compliances with Department of Labor and Vocational Training such as declaration in and out of all employees, company registration book, internal rule, employment book and apply for staff representative;
  •  Be responsible for preparing employment contracts and ensuring that the up-to- date staff data are timely and properly recorded in HRIS and filed in staff profile and filing cabinets;
  •  Be responsible for preparing all formal letters/ memos: (appointment, trainee/ probation, promotion, staff transfer, resignation, termination, and employment certificate…..);
