Save the Children Integrated Nutrition, Hygiene and Sanitation program is to improve the nutritional status of mothers and children in Cambodia and will focus on: 1) Increased household-level practice of key Essential Nutrition Actions; 2) Increased use of improved sanitation facilities; 3) Improved hygiene behaviors; and 4) Increased capacity of private and public sector partners to promote healthy behaviors.  This is a five year with 16 million USD project funded by USAID and we are looking for high quality motivated candidates to fill in different positions in Battambang province.
1- Senior Program Officer for 3 positions: based in Battambang, Pursat and Siem Reap provinces
2- Compliance and Award Officer based in Battambang province (1 position)
3- Database Assistant based in Battambang province (1 position)

Job Description :

SENIOR PROGRAM OFFICER
The Senior Program Officer (SPO) will mentor NGO partners while working closely with Program Officers and District Officers to coordinate and facilitate planning, implementation and monitoring project activities of the USAID-funded NOURISH project within his/her target areas. The SPO will work hand-in-hand with the partner’s project staff within the community and local health, WASH, and agriculture/food security structures to empower community, mothers, and children to promote healthy behavior changes, especially in regard to food/nutrition, positive parenting, sanitation and hygiene and access to health services. The SPO will work in close collaboration with the Provincial Health Department, Operational District, Health Centers, local authorities (districts, commune councils/CCWC, village leaders, village health support groups (VHSGs), civil society, international NGOs, and other USAID-funded projects.

COMPLIANCE AND AWARD OFFICER
The purpose of this post is to work with the NOURISH team to ensure that all project documentations and records in the system are completed and up-to-date, to monitor the progress of the NOURISH project in terms of compliance through monthly budget vs. actual spending analysis and conducting regular field monitoring. The role is also to ensure all grants related compliance such as financial and procurement procedures are adhered to, to meet SCI and member/donor requirements.

DATABASE ASSISTANT
The database assistant will support the M&E specialist in monitoring and evaluation indicators for the USAID-funded NOURISH project. The database assistant will collect, monitor and analyze data in the project’s performance management plan report development; summarize data for donor reports; assist with project assessments; and provide M&E training and support for local partners.  

Job Requirement :

Senior Program Officer

  • Essential
  • Good understanding of government health structures, policies and guidelines
  • Experience working with PHD/OD/HC, CC/CCWC, HCMC, VHSG, Volunteers and NGOs
  • Strong community mobilization, mentoring, and capacity-building skills
  • Technical expertise in nutrition, early childhood development, and WASH
  • Strong background in training, facilitation and curriculum development
  • Experience in planning, implementing, monitoring, evaluating and reporting project results
  • Ability to work in a team with minimum supervision and able to work independently
  • Flexible and adaptable with different circumstances
  • Willing to travel and stay overnight at the field.
  • Proficiency in Microsoft Word and Excel
  • Desirable
  • Degree in public health or related field
  • Previous working experience on a USAID- funded project.

Compliance and Award Officer

  • Essential
  • Degree in business administration or relevant field; advanced degree preferred;
  • At least 5 years of professional experience, including at least four in management positions;
  • Familiarity with USAID rules and regulations;
  • Experience managing operational aspects of programming amid challenging circumstances, preferably in a conflict-affected and/or post-conflict setting;
  • Knowledge and demonstrated capacity in a range of operational activities including human resources, logistics, procurement, and security.
  • Desirable
  • Experience working with international and local NGOs;
  • Good communication skills, both verbal and written. Ability to provide support and training to staff and partners and to “translate” donor language related to guidelines and different requirements to ensure that both concept notes/proposals and project implementation are compliant with donor requirements;
  • Good research skills, ability to identify useful information to support the grant management objectives;
  • Good communication and interpersonal skills and ability to work as part of a team;
  • English oral and written communication skills with local language skills preferred.

Database Assistant

  • Essential
  • Degree in IT, social sciences or relevant field; training in data entry and analysis
  • Minimum of 2 years of relevant working experience in the development sector, preferably in monitoring and evaluation.
  • Experience with data collection, data entry, tracking systems, and analysis methodologies.
  • Training and facilitation experience and local capacity building skills
  • Knowledge of database software and operations, preferably Excel and Access
  • Proficiency in Microsoft Office
  • Excellent English writing and speaking ability
  • Desirable
  • Bright, analytical, independent and reliable person
  • Ability to work with minimum supervision, and solve problems independently.
  • Ability to identify and solve issues relating to monitoring and evaluation.
