RACHA is expanding its USAID supported Empowering Communities for Health (ECH) project in Kampong Cham, Tbong Khmum, and Prey Veng Province in the coming months.  We are offering excellent employment opportunities for dedicated, hardworking, creative and committed professionals with requisite skills and knowledge in public health, local governance, community outreach and social accountability areas. ECH is a five year USAID funded project, managed and implemented by the Reproductive and Child Health Alliance (RACHA) of Cambodia.

2.Regional Director, RD (1 Position Base in KAMPONG CHAM Province)

Job Summary: The Regional Director for Cluster 3 will be responsible in providing leadership in the overall management of the Empowering Communities for Health (ECH) activities in Kampong Cham, Tbong Khmum, andPrey Veng Provinces.  S/he will ensure the timely and effective implementation of all field activities in accordance with the annual work plan within the allocated resources.  The RD will ensure the highest quality of output and maintain excellent relationships with ECH government counterparts at all levels in the provinces as well as with other implementing partners. RD will provide timely updates and adequate documentation of ECH activities, its progress, results and challenges in the field. Must have 12 years of professional experience, including 5 years of management experience. Must have demonstrated experience in strategic planning, budgeting, and managing USAID or other donor-financed projects. Understanding on compliance issues is required. Ability to travel to the field. Excellent communications skills required, as well as fluency in English.

Job Requirement :
  • Health Professional (Medical Doctor) with advanced degree in public health or Community Development professional with advanced degree in relevant discipline such as Masters in Public Administration
  • Must have 12 years of professional experience, including 5 years of management experienc
  • Excellent leadership, Advocacy and interpersonal skill
  • Demonstrated experience in strategic planning, budgeting, and managing USAID or other donor-financed projects
  • An understanding of donor funded project compliance issuesExcellent communication skills
  • Fluency in written and spoken English and Khmer
  • Demonstrated knowledge of Social Accountability Framework, MCH, FP, RH, Newborn, community health
  • Experience in implementing community score card process will be an asset
  • Demonstrates ability to operate computer and appropriate softwares such as MS Word, Excel, Power Point etc.)
  • Demonstrate experience and established track record in working with international organizations, government officials and NGOs.
  • Monitoring and evaluation skills with excellent documentation skills in report writing
  • Ability to travel to the field frequently will be required.
Job Duties :
  • Provides direction and leadership in the effective and efficient implementation of all ECH field activities with the highest quality output.
  • Manage and coordinate all of the project activities at the provincial level in Kampong Cham, Tbong Khmum, and Prey Veng Provinces in close coordination with respective Provincial Managers, which may involve trouble shooting, providing technical support and advice when frontline staff encounters difficulties.
  • Provides support and cooperate with PHD, Operational District, HC, NCDD at provincial/district, Commune levels, and Education, Youth and Sports Ministries at provincial/district level, development partners, private sector and community activities supported by RACHA for improving financial and institutional sustainability, Community Maternal and Child Health, Infectious disease (C-DOTS and TB children).
  • Work closely with PHD, relevant provincial departments, provincial governor for advocacy in strengthening local governance and allocation of needed resources for VHSG, CC, C-DOTS, CBD activities.
  • Support in the implementation of the Social Accountability Framework activities (Community Score Card training and follow up).
  • Undertake Needs Assessment for improving the technical and management skills of RACHA/ECH staff.
  • Prepare and maintain RACHA/ECH program records and reports in English & Khmer as needed for technical, operational and financial documents and its access to by staff.
  • Assist M&E team to conduct surveys, operations research, and program monitoring /evaluation activities.
  • Use health information system and community data for program planning/monitoring/evaluation.
  • Provide support and direction to Provincial Mangers and regional Administrative Assistants and other program staff;
  • Provide weekly, monthly progress reports to COP for key activities, achievements, challenges et al to strengthen ECH field interventions.
  • Maintain good relationship and communication with RGC counterparts, development partner(s) and community.
  • Maintain good documentation of ECH project program activities and finances – expenditures, budget forecasting etc.
  • Participate in the provincial technical working group for health meeting, provincial governor meeting and community forum.
  • Make active contribution in ECH project work plans, budget planning and other strategic issues, including program planning.
  • Line manages Provincial Managers and report to the Chief of Party, Team Leaders and Executive Director, as appropriate.
  • Attend meetings in Phnom Penh (RACHA, MoH, MoI, and donor) for updates and share this information with Provincial Managers.
  • Collaborate with the PHD, provincial governor, and NCDD for the purposes of: sharing information; facilitating meetings, capacity building on I-SAF and the MCH and C-DOTS, advocacy etc.
