RACHA is expanding its USAID supported Empowering Communities for Health (ECH) project in Kampong Cham, Tbong Khmum, and Prey Veng Province in the coming months.  We are offering excellent employment opportunities for dedicated, hardworking, creative and committed professionals with requisite skills and knowledge in public health, local governance, community outreach and social accountability areas. ECH is a five year USAID funded project, managed and implemented by the Reproductive and Child Health Alliance (RACHA) of Cambodia.

3.Provincial Manager, PM (3 PositionS base in KAMPONG CHAM, TBONG KHMUM, AND PREY VENG Province)

Job Summary: PM must be fluent in English, both written and oral and must have a minimum 8 years of job related experience, including 3 years of management experience. Must be able to demonstrate an understanding of budgeting, project management, and strategic planning. Ability to travel to the field. PM is responsible for the overall management of the field activities in the designated province to ensure effective implementation in achieving results in accordance with the annual work plans within the allocated budget.  S/he provides overall supervision of ECH staff based in the province to ensure optimum performance.  PM will provide leadership in coordinating program development and implementation, as well as providing technical and operational support within the provincial coverage areas. Functional areas of management include the supervision of technical, administrative, professional and support staff, and managing and promoting good working and professional relationships with ECH government counterparts, other implementing partners and the involved target communities.  S/he is also responsible for keeping key personnel regularly updated on all matters and potential issues related to program implementation and performance.  PM will provide regular and timely progress reports, updates and clear documentation of ECH activities, results and challenges to RD, COP, ED and others in ECH, as needed.

Job Requirement :
  • Health Professional (Medical Doctor, MA) or Masters of Public Health or other relevant field
  • Excellent leadership, advocacy and interpersonal skills
  • Demonstrated knowledge of D& D and Social Accountability Framework
  • Knowledge of community score card process preferred
  • Knowledge of community health (MCH, RH, FP, TB) issues and local governance
  • Demonstrates ability to operate a computer (MS. Word, MS. Excel, and Power Point etc.)
  • Must have 8 years of managerial and health experiences (with experience in MC), including 3 years with management experience
  • Demonstrate experience and success in working with international organizations, government officials and NGOs.
  • Excellent written and spoken communication skills in Khmer and strong English written and spoken skills
  • Frequent liaison inside and outside organization, involving complex operational, financial and technical information in both Khmer and English languages.
  • Monitoring and evaluation skills and ability to produce clear written reports and documentation in English.
  • Experience working at provincial level, coordinating across a broad delivery of services and stakeholders.
  • Able to work with flexible schedule and be able to travel to rural communities.
Job Duties :
  • Provide leadership and effective direction in managing and coordinating all field related activities of ECH in the designated province, district which will involve trouble shooting, and providing support and advice when frontline staffs encounter difficulties.
  • Line manages the ODMs with effective supervision and support, including capacity building of the ECH staff.
  • Undertakes capacity building of CMCHO and LGCBO with respect to maternal and child health, TB and C-DOTS.
  • Ensure and support staff to attend training, provide information and coaching, give advice and feedback, and undertake monitoring and supervision etc.
  • Attend meetings in Phnom Penh for updates and share this information with provincial staff.
  • Receive updates from Team Leaders in Phnom Penh and implement this at a provincial level.
  • Advocacy with the provincial governor and NCDD for inclusion of the VHSG in the CIP budget, DIP and AOP
  • Manage program operational budget with transparency and highest level of integrity.
  • Collaborate with the CC, PHD, DC, CCWC, provincial governor, and NCDD for the purposes of: Sharing information, Facilitating meetings, Capacity building re: I-SAF and the MCH and C-DOTS
  • Submit required written progress reports to the Regional Director and ECH management as appropriate.
  • Implement the Social Accountability framework (Community Score Card training and follow up).
  • Use health information system for program planning/monitoring/evaluation.
  • Prepare and maintain RACHA program records and reports; enter data and documents into RACHA computers (in Khmer and English) for easy access on technical, operational and financial documents by ECH/RACHA staff.
  • Assist M&E team to conduct survey, operational research, program monitoring/evaluation.
  • Encourage joint effort with government administrative structures, relevant line ministries (e.g. NCDD, Ministry of Interior, Ministry of Women Affaires, and Ministry of Rural Development), NGO partners and community to improve health status in the community.
  • Maintain a good relationships and communication with RGC counterparts (MOH, MOI, and NCDD staff), partner(s) and community.
  • Ensure transparent, effective and efficient management of project resources.
  • Participate in the relevant provincial technical working group meetings, provincial governor meetings, administrative districts, community forum and OD monthly meetings.
  • Other tasks as assigned by supervisor and ECH management.
