Human and Health (H&H) is a non-governmental, charitable organization working in close co-operation with the National Center for Tuberculosis and Leprosy control to assist the Provincial TB project in Ratanakiri Province. H&H and its predecessor, a Germany-based NGO (VOR ORT) have worked in the field of TB in Ratanakiri since 2004. The project is implementing awareness raising, active case detection, TB patient support and education as well as capacity building for government health staff responsible for TB diagnosis and treatment. Ratanakiri has different ethnic groups which are represented in clientele and staff.
Funding sources are the Global Fund to fight TB Aids and Malaria as well as private donor agencies. The board of H&H consists of experienced persons from the development community in Cambodia and Germany.

Job Description :

Under the supervision of the Executive Director, the Project Team Leader ensures a successful administration and implementation of the STOP-TB Project through operational management, staffing and coordination, all in line with Organizational Policies and Approved Budgets
|
Job Requirement :
|
|
-
Has at least 3-4 years experience in management of development project, particularly experience in community health project management is a plus
-
Possesses high level communications skills including training, presentation and facilitation
-
Some understanding of Project Cycle Management related to development interventions and social enterprises
-
Has a comprehensive and in-depth knowledge of H&H’s background and philosophy
-
Understands, agrees on, and is committed to H&H’s Vision, Mission, Goal, Objectives, Values, Principles, Strategies and Targets
-
Understands the requirements of development partners including donors
-
Understands project areas and community and diversified cultures to which he/she is committed in adaptable and flexible manner
-
Has some understanding of development contexts and challenges in indigenous and local communities, with ability to prepare for appropriate approach
-
Good working knowledge of MS-Word and Excel
-
Some knowledge of data management and data analysis

Possesses positive attitudes and behaviors
-
Possesses reliable and senior characteristics in personal and interpersonal communications
-
Ability to play leadership roles in an independent way
-
Good Khmer and a fair level of English for business in both speaking and writing; and

Can start filling the position from early September 2014 onwards

Job Duties :
|
|

Specific duties
-
Takes a leading roles in project planning, implementation and monitoring of funding projects
-
Coach and train staff members under his/her supervision to improve their work performance and career development
-
Collaborates with the Management Team (MT) to develop an Annual Operational Plan (AOP) and corresponding Budget Plans (BPs)
-
Develops and implements the project’s management systems and procedures in line with the STOP-TB Project and National Tuberculosis Programme guidelines
-
Develops the project’s Quarterly Work-plans (QWs) with corresponding Budget Plans (BPs), in cooperation with the Executive Director
-
Collaborates with the MT in its weekly meetings and prepares quarterly reports on the project’s progresses vs. defined targets, challenges encountered, corrective actions taken, and lessons learnt whilst reviewing and planning for the same following period
-
Responsible for compiling regular donor reports pertaining to the project’s activity within reporting timelines
-
Develops project’s Monthly Work-plans and reporting (MWs) with corresponding Budget Plans (BPs), for submissions to the Executive Director for his approval through the Chief Administrator’s certifications
-
Administers and implements the MWs in line with the BPs, through project’s weekly planning, task managements and team meetings
-
Provides day-to-day technical and spiritual backup supports to the project team members so they can successfully fulfill their defined tasks in line with the Organizational Policies and the work-plans
-
Prepares for and launches the monitoring visits on regular/ necessary basis; and facilitate donors 'field visit
-
Prepares and coordinates annual evaluation workshops with internal staff and appropriate health counterparts, presenting on the project’s achievements compared to designated targets, lead discussion in challenges encountered, corrective actions and lessons learnt with a focus on evaluation of the project in order to provide direction for future implementation

Responsible for the overall management, analysis and monitoring of the SPSS activity databases

Performs other necessary tasks which may be required by the project

Staffing
-
Takes part with the MT to assess the needs for and recruit project’s staff members;
-
Prepares for, designs, and capacity-builds staff members for the project’s interest; and
-
Prepares for and conducts performance appraisals of his/her subordinates
-
Project Coordination
-
Networks with other agencies especially the public healthcare systems so the project is made well-aware thus being supported;
-
Cooperates with other like-minded IOs, NGOs, CSOs and public institutions to improve TB program and program development related health.

Coordinates the project’s work with other projects and units within H&H;
-
Facilitates guest visits into other project areas of H&H;
-
Assists Executive Director to coordinate with other agencies for the project’s interests by attending and/or calling for coordination meetings; and
-
Attends other related events at the project’s requests.
