Capacity Building for Disability Cooperation

CABDICO is a local non-governmental organization established through registration with the Ministry of Interior on 18 January 2006.  CABDICO was established through the localisation of Handicap International’s CABDIC program that operated between 1999 and 2005. The organization focuses on two core objective: (1) early intervention among children with disability through the direct provision of home-based rehabilitation and referral services and (2) capacity building of self-help initiatives to promote inclusive local development.
CABDICO is governed by a Board of Directors, Executive Director and Management Committee.

Cambodian Context
Speech therapy aims to treat people with communication and swallowing disorders. In Cambodia, there are over 600,000 people who require access to speech therapy, who are unable to receive this basic service.
Despite this, there are no Cambodian university trained speech therapists, no awareness of the problem at government or community level and no specific funding to tackle the issue.

OIC: The Cambodia Project
In 2013, CABDICO began a project to build speech therapy in Cambodia, under the guidance of Weh Yeoh (a disability specialist). This project is now called OIC: The Cambodia Project.
So far, the Project has run a pilot program in speech therapy in Siem Reap, the first of its kind in Cambodia. The aim is to see whether or not speech therapy can work in Cambodian context, using Cambodian language.
Following an evaluation of the pilot program at the end of 2014, the next stage will be to scale up the program to cover more provinces in Cambodia. Also, planning towards a university course teaching speech therapy is beginning.
This is an exciting initiative to start something new in Cambodia that has never existed, for over 600,000 people who require assistance.
Objectives of the Position
The objective is to develop and implement OIC: The Cambodia Project, as well as operational management of daily activities.

Job Requirement :
  • The suitable candidate will be expected to have
  • Proven experience in effective project management of a grant funded initiative
  • Expertise in the development and delivery of training courses
  • Ability to plan and deliver events such as workshops and training
  • Skills in coordinating a diverse range of government and NGO stakeholders across a broad geographic area.
  • Ability to communicate with government and other NGO staff in Cambodia
  • Fluent Khmer and English speaking and writing skills
  • Able to be flexible and work with a new project
  • Knowledge and experience in the disability sector in Cambodia is a desired, but not necessary.
Job Duties :
  • Project Management
  • Manage the completion of the pilot program currently underway
  • Organise training workshops, volunteers, budgets and planning
  • Review the existing curriculum and redevelop it as needed, with technical support
  • Assist recruiting and supporting external evaluation
  • Manage the training program anticipated to start in March 2015
  • Organise workshops involving stakeholders
  • Coordinate special interest groups that are formed upon completion of workshops
  • Manage technical aspects, with support, of this program
  • Partnerships
  • Work with an Australia speech therapy volunteer, anticipated to arrive in March 2015 and other volunteers as they arrive
  • Develop and maintain good working relationships with government ministries, hospitals, other NGOs, universities.
  • Raise the profile of speech therapy within Cambodia through media, meetings and partnerships
  • Liaise with team members in both Cambodia and Australia
  • Attend monthly disability network meetings
  • Organise and attend meetings with key non government and government partners in Phnom Penh
  • Administration
  • Manage administrative tasks as needed, in partnership with CABDICO Finance/Admin officer
  • Provide written reports, as required
  • Maintain daily budget and expenditure
  • Organise and prepare reports for the advisory board meetings and strategic development meetings
  • Update information on website and social media accounts of OIC
  • Project support
  • Support grant applications as necessary in English
  • Write reports as necessary for donors
  • Assist translation and interpretation as needs

Duration of the Position
The position will begin with a probationary period of 90 days, after which the employer has the right to terminate the contract.
