Introduction :

Louvain Coopération au Développement (LD) is a Belgian NGO operating in five regions of the world: Latin America, South-East coast of Africa, Central Africa, West Africa and South-East Asia.  Moreover, LD is also working to increase awareness of Belgian community regarding development issues.

LD started its work in Cambodia by providing financial and technical support to local organizations in 2004 and works now in three different areas: mental health, other non-communicable diseases, food and economic security. In order to support the development of its activities, LD is looking for a Programme Manager to monitor the activities and support LD joint projects in Cambodia.

Position title: Programme Manager
Duty Station: LD office in Phnom Penh (LD CAM), with regular travel to the province
Purpose of the job: To assist the Country Director of LD CAM with the management and the monitoring of the activities of LD joint projects, and the support of partners in Cambodia
Duration: Full-time

Job Requirement :
  • Skills and knowledge required
  • University degree / Higher education in Management or fields related to our project areas (health or food and economic security)
  • At least 5 years’ work experience in Programme / Project Management in Cambodia.
  • At least 5 years of professional experience in NGO/Bi- or multilateral projects, preferably in the health sector and close collaboration with government departments
  • Proven follow-up and monitoring experiences of international development projects and support of local partners
  • Proficient English and Khmer
  • Excellent English written and verbal skills are required
  • Knowledge of the Cambodian Health sector would be a significant asset
  • Understanding of French is an advantage
  • Very good computer skills (MS Office applications)

  • Reports to LD’s Country Director
Job Duties :
  • Ensure proper management and monitoring of joint projects of LD programme in Cambodia. Advise the partners in the implementation of the projects
  • Review quarterly progress report of partners, provide comments, organize and facilitate quarterly follow up meetings with partners to discuss the progress of implemented activities and related issues. Help with the planning of next quarter’s activities for each project
  • Conduct frequent visits to joint projects’ partners both in Phnom Penh and in the provinces, in order to meet with the local management and field staff, and with beneficiaries
  • Prepare, format, edit / proofread documents, including minutes of meetings, workshop proceedings, annual reports, capitalization documents and other programme or project documents
  • Organize regular meetings with LD Office Administrator to supervise financial management of individual projects. Monitor projects spending against activities implemented and budgets based on monthly financial reports of partners
  • Attend meetings and technical working groups in Phnom Penh and in the provinces when required
  • Assist to develop annual report of the programme; inform relevant joint partners of inputs required for reporting; gather the different parts and edit in close collaboration with the Country Director
  • Assist the Country Director in the preparation of new proposals to donors; contribute to the process of proposal writing for submission to the headquarters
  • Monitor and identify concerns / challenges among the different projects, report them to the Country Director and ensure that issues relevant to them are effectively and appropriately addressed
  • Assist in translation of paper work or during meetings/field visits/training (Khmer to English and vice-versa)
  • Perform such other duties as assigned by the Country Director
