Equitable Cambodia (EC) is a Cambodian organization working to promote equitable development and the progressive realization of human rights in Cambodia through research, evidence-based advocacy and community empowerment. Equitable Cambodia’s Development Watch Program aims to promote a human rights-based approach to development by conducting monitoring, research, analysis and evidence-based advocacy on aid, trade, and investment activities that have adverse impacts on human rights and the environment in an effort to hold business and development actors accountable.
The Development Watch Program is currently looking for a qualified international candidate to fulfill the position of Program Advisor, which is based in Phnom Penh, with frequent travels to the field. This is a full-time position with a one-year contract and possibility for renewal.

Job Requirement :

|
ESSENTIAL REQUIREMENTS
-
Hold an advanced degree in Law, Sociology, Anthropology, Development, Human Rights or a related field (ex: MA, MSc, JD, PhD).
-
A minimum of 3-years work experience involving community-driven human rights advocacy, preferably related to land, housing and/or natural resource rights within the Cambodian or Southeast Asian context. This requirement may be met with exceptional domestic advocacy and/or legal experience.

Knowledge of domestic and international regulatory frameworks applicable to human rights, land and housing issues in Cambodia.

Committed to Equitable Cambodia’s mission and core values.

Excellent English-language writing and communication skills.

Ability to travel and stay in the provinces with little notice on a regular basis, as needed.

Understanding of the challenges and complexities of carrying out advocacy in insecure environments.

Highly motivated, proactive, well-organized, collegial, and able to work well under pressure, both independently and as a member of a multi-national team.
PREFERRED EXPERIENCE
-
Experience conducting empirical research, including social, environmental and/or human rights impact assessments
-
Litigation experience and/or experience using non-judicial grievance mechanisms
-
Experience conducting international advocacy campaigns
-
Experience in drafting media statements and press releases

Job Duties :
|
|

Under the supervision of the Development Watch Program Manager, the Program Advisor will be responsible for the following tasks:
-
Assist in developing, implementing and reviewing the Development Watch Program’s national and international advocacy strategies, which include community, national and international level components.

Assist the Development Watch research team in the design, implementation and review of research and analysis activities, including undertaking field research and evidence-gathering missions and conducting legal and policy analysis to support advocacy.

In collaboration with the Development Watch team, write or contribute to the drafting of external advocacy and awareness raising documents, including correspondence, case briefings, legal memoranda, web articles, media statements, and policy papers.

In collaboration with the Development Watch team, write or contribute to the drafting of internal documents, including project proposals and periodic program reports.

Participate in land and housing policy platforms in collaboration with domestic and international partners and organize local workshops and meetings in aid of advocacy initiatives as needed.

Assist the Development Watch team with other research, monitoring and advocacy activities, as needed.
