• Hold bachelor's degree in Business Administration or related field
• Have 10-15 years of experience in procurement, estimating purchases with a building envelope firm in construction, maintenance area or construction industry
• Have knowledge of project cost accounting for programs, and ability to use all common delivery methods (traditional, ERP, and DB)
• Have proven working experience as Purchasing Manager
• Have knowledge of purchasing systems and databases
• Demonstrate ability in purchasing strategy along with leadership skills
• Demonstrate proven skills as a team leader and motivator
• Have excellent active listening, negotiation and presentation skills
• Possess proficient computer skills, proficient with MS Office(Outlook/Excel/Project/Word)
• Have considerable knowledge of industry standards, building codes and practices, construction law, guidelines and procedure
• Have knowledge and strong abilities of project execution such as planning and job costing.

• Develop local and oversea suppliers for cost reductions, better quality and delivery services (Local Purchase 80%, International Purchase 20%).
• Develop and implement new purchasing strategies to deliver ongoing cost reductions and process simplification
• Source purchasable items such as spare parts – instrument, electronic, mechanical and consumable part,
• Prepare delivery performance reports for periodic vendor evaluations
• Track samples and first-part/product deliveries, and define short-term solutions with regards to quality and timing issues
• Maintain and implement construction performance/budget for each project
• Negotiate pricing contracts with subcontractors and suppliers
• Meet subcontractors and suppliers on-site as necessary
• Ensure compliance with project budgets and provide analysis of deviations
• Ensure accurate takeoffs to ensure budgets are accurate
• Research new materials for design and cost savings
• Maintain subcontractor and supplier insurance policies
• Maintain relationships with subcontractors and suppliers
• Establish new relationships with subcontractors and suppliers to ensure adequate resources for all projects and to continually improve pricing and quality of work
• Assist in ensuring awareness and company compliance to all building codes and local construction guidelines
• Assist in maintaining company quality control program
• Leverage technology, safety measures, and information sharing to increase productivity and profitability
• Assist in settling invoice or contract disputes
• Handle change order requests
• Monitor and forecast upcoming levels of demands
• Manage materials/equipment inventory
• Coordinate the development of new models, molds and engineering changes with process engineers and production engineer team
• Track and report key function metrics to reduce expenses and improve effectiveness
• Forecast price and market trends to identify changes of balance in buyer-supplier power
• Assess, manage and mitigate risks
• Determine quantity and timing for deliveries.
