Overall Purpose of Job: Reporting to the Country Director, the Operations Manager will manage the administration and logistics teams to ensure the appropriate provision of resources to meet programme needs in the most cost effective way.  He or she will be responsible for ensuring that all project work is backed by the appropriate logistical resources and support to ensure that all activities are carried out in an efficient and safe manner and to agreed schedules. The Operations Manager will be responsible for ensuring that necessary changes to project plans are resourced and managed safely from a logistical and administrative point of view.

• Experience implementing HR policies, including managing recruitment, overseeing personnel files and supporting senior staff with discipline or capability processes
• Experience managing logistics for an organisation
• Experience managing office systems, including developing processes and practices to increase efficiency
• Experience managing a team, including recruitment, performance management and personal development
• Understanding of and experience of implementing donors’ procurement rules
• Experience of report writing in English
• Strong decision-making and organisational skills
• Excellent communication skills with fluency in written and spoken Khmer and English
• Excellent IT knowledge including with MS Word, Excel and PowerPoint

• Manage BBC Media Action Cambodia’s operational team, ensuring quality and timely delivery of effective human resources, administrative, IT and driver support to the organisation
• Ensure that BBC Media Action’s procurement policies are reflective of donor and BBC requirements, working with the finance team in Cambodia and London
• Refine and implement the logistics and administration sections of an operations manual in line with both head office and country policies
• Increase operational efficiency by improving communication and collaboration between admin/ logistics and the wider office, establishing consistent, effective management planning and reporting and reducing duplication of effort
• Ensure continuous improvement, systematic risk management, function quality and organisation stability through review and improvements to internal systems, ensuring alignment with strategic and operational needs
• Manage the administration and logistics teams, and select, develop, retain and support appropriately skilled and experienced staff
• Ensure the emergency phone tree and any other necessary safety and security measures are up-to-date, through liaison with BBC London-based Health and Safety and High Risk teams
• Ensure all staff have appropriate job descriptions, , have documented performance plans, engage in regular feedback/monitoring/motivation/planning meetings and follow BBC performance management processes
• Ensure accurate records are maintained on all relevant employees, including recruitment, turnover, conditions and engagement
