The Asia Foundation is a nonprofit, nongovernmental organization committed to the development of a peaceful, prosperous, just, and open Asia-Pacific region. The Foundation supports Asian initiatives to improve governance and law, economic development, women's empowerment, the environment, and regional cooperation.  Drawing on 60 years of experience in Asia, the Foundation collaborates with private and public partners to support leadership and institutional development, exchanges, and policy research.

The Asia Foundation is preparing a bid for the Asian Development Bank (ADB) project in Cambodia on Mainstreaming Climate Resilience into Development Planning. The project will be implemented starting January 2015 through December 2017. The total amount of the project is approximately US$1.8 million.
Contingent on success of this bid, The Asia Foundation is seeking a qualified candidate for the position of Monitoring and Evaluation Specialist. The Specialist will ensure the timely delivery for monitoring, evaluation and reporting throughout the ADB project, working in line with existing monitoring and evaluation policies of the donor agency.

• Education
• Advanced university degree in social sciences, research and evaluation.
• Qualifications
• Demonstrated monitoring and evaluation experience in the field of grant-making, disaster risk management and/or climate change adaptation;
• Extensive knowledge of monitoring and evaluation methodologies, both quantitative and qualitative;
• Experience in designing and implementing multi-site monitoring and evaluation
• Experience working with and maintaining good relations with international, national and local counterparts and beneficiaries;
• Excellent writing and communications skills, and the ability to document clearly and succinctly for internal and external audiences;
• Fluency in English language.

• Develop a detailed work plan, including evaluation methodology and work schedule, for the project;
• Provide technical guidance for the implementation of the monitoring and evaluation plan, through training and other on-site support;
• Collect information from field visits and project reports;
• Perform thorough and systematic analysis of information;
• Prepare quarterly monitoring reports to facilitate review of progress and to address problems as they arise;
• Consolidate findings in a semi-annual, annual and final report for donors.
