Background
Oxfam’s Mekong Regional Water Governance Program1 is led by Oxfam Australia and jointly implemented with other Oxfam affiliates and Mekong country teams. The program contributes to the East Asia Joint Regional Analysis and Strategy.
Mekong regional programme is increasingly aligned to the changes that are resulting from the Oxfam 2020 approach in each country and the region. As our country programs have been handed over to other Oxfam affiliates, we are further developing our regional, trans-boundary work which is focused on our lead on water governance (the impact large infrastructure projects are having on the livelihoods of the poorest) and supporting gender programs through partners. 
With this intent we are increasingly moving towards more meaningful partnerships with civil society following Oxfam’s partnership principles. In addition we support affiliate programs throughout the region through funding and strategic engagement. Programs are funded with a mix of institutional, major donors and unrestricted funds. This post will be based with the Regional Office that is based Oxfam Cambodia.

Job Description :

Scope of the position:
The purpose of the position is to strengthen the management of regional programme partners and their capacity.  This will be achieved by providing effective support to the administration of contracts, managing logistics, building capacity of partners, overseeing flow of funds and supporting processes to ensure good programme quality, consistency and compliance with agency policies and procedures related to financial management and budgeting. The post holder will work as part of a team to support the innovation and development of youth work in the region.

  • Demonstrate high level reporting and planning experience, including developing and implementing efficient and accountable programme and financial management systems and procedures
  • Proven ability to efficiently administer financial systems to ensure accountability whilst maximizing simplicity and transparency
  • High levels of computer literacy particularly MS office, emails and internet
  • At least 3 years experience with financial and administrative systems related to partner and programme administration
  • Experience in development processes and development challenges in the region
  • Knowledge of key gender issues and understanding of the relationship between gender equality and human rights (desirable)
  • A degree/diploma in relevant discipline
  • Understanding on how financial systems contribute to programme management
  • Written and oral communication skills including the capacity to relate both to the internal and external constituencies of a large organization
Job Duties :
  • Key Responsibilities – Program Specialty
  • To work closely with the regional team to identify and provide support to partners to contribute to the regional objectives by assisting with the appraisal, monitoring and evaluation of projects and ensuring quality is in line with the operational plan, program policies and program management framework
  • Assist the Program team with regional program and financial management support to partners and staff for the preparation, monitoring and reporting of budgets, contracts, remittances, narrative reports and financial acquittals for institutional and major donors in accordance with internal systems, processes and audit requirements
  • Provide administrative support to the regional program including i) the tracking and monitoring of grants, budgets and expenditure ii) logistical arrangements for partner liaison and iii) support to the regional staff on partner management
  • Assist partners and potential partners in the preparation of agreements and funding arrangements
  • Edit and proof read documents and reports prior to their publication and/or circulation to stakeholders and donors.
  • Ensure the maintenance of program information management systems including computer and paper filing systems and web based communications.
  • Ensure the logistics for convening partner meetings and advocacy processes e.g. external policy review processes, planning and evaluation processes.
  • Ensure routine correspondence relating to the program is done and, in the absence of the Program Coordinator, refer urgent important matters.
  • Business Services
  • To work closely with the Mekong regional team and liaise with the Head Office Program Support staff to ensure financial accountability that meets the regional office’s financial and reporting obligations
  • Monitor program expenditure against budget including receipt and expenditure of funds from other Oxfam affiliates and financial reporting to back donors in accordance with contractual requirements
  • Coordinate payments to partners including transfer of funds, following up incomplete and late reports and ensuring accurate financial record keeping
  • Directly support and assist in building the capacity of partner staff to prepare, monitor and report against budget
  • Actively contribute to the development, implementation and monitoring of agency financial policies and procedures
  • Participate, as a member of the regional program team, in the development of relevant policies and program strategies
  • Undertake all job responsibilities in a manner consistent with all Oxfam HR policies and procedures including Diversity, Equal Employment Opportunity and Occupational health and Safety guidelines
  • Management
  • The position has no responsibility of supervision of staff but may assist in the coordination of volunteers and programme partners as required.
  • Required to undertake job responsibilities in a manner consistent to EEO, gender and OHS policies and procedures
  • Monitor workload and work environment and take responsible steps to minimize risks for self and others.
