A head office is located in Phnom Penh.CRS Cambodia is the hub office for Southeast Asia programming,including Myanmar, Thailand, Vietnam and other outreach countries.

Inclusive Education (IE) Project Officer - Based in Phnom Penh (Previous applicants do not need to apply)

JOB SUMMARY
Under the direct supervision of Education Program Manager, the Inclusive Education Project Officer will provide overall capacity building to partners on education related topics, provision of technical assistance to partners, management of the education projects (coordination, planning, manage implementation, budgeting, reporting, and monitoring) and networking with education sector stakeholders at national and sub-national levels. S/he will significantly contribute to the design of new project opportunities on education and contribute to the overall growth of the education program of CRS.

Job Requirement :
  • University degree in education, social science or other equivalence
  • At least 3 years experiences in working in Basic Education, Inclusive Education and/or Disabilities project with NGOs.
  • Knowledge of educational/disabilities policies/laws related and project management including project development, design and provision of training, monitoring and evaluation, budget management, and report writing
  • Ability to travel to the field at least 50% of the time
  • Ability to work independently as well as in a team with diverse groups of people in a multicultural team environment
  • Self-motivated and able to prioritize work and multi task to meet deadlines
  • Experience working successfully in partnership with government, local partners, and community for program implementation and capacity building
  • Proficiency in spoken and written English and Khmer
  • Excellent organization, planning and analytical skills; detail oriented
  • Good computer skills (Word, Excel, Power-point, E-mail and Internet - required).
Job Duties :
  • PRIMARY RESPONSIBILITIES
    • Project and financial management of CRS Inclusive Education projects under the direction supervision of Education Program Manager.
    • Capacity strengthening, monitoring and supervision to CRS partners to ensure that objectives and indicators are met, there is compliance with CRS and/or donor policies and procedures, and resources are used appropriately according to CRS guidance.
    • Working closely with the MEAL Specialist to document learning, beneficiary accountability, achievements and report to key stakeholders.
  • SPECIFIC RESPONSIBILITIES:
    • Project Management and Implementation:
      • Project Implementation: Supports and provides direction, in the planning and implementation of the projects to the implementing partners. Support partners to ensure that plans are implemented effectively and according to the MEAL plan. Anticipate needs and problem areas and coordinate necessary support.
      • Monitoring, Evaluation, Accountability and Learning: Make regular field visits to project sites, meeting with project counterparts and participants to monitor quality or implementation of activities. Monitor program outputs, results and objectives according to indicators and project MEAL system. Leads in timely data collection, analysis and reporting. Draft trip, donor, and other reports as required. Document lessons learnt and relevance of program strategic approaches. Ensure beneficiary accountability using CRS tools.
    • Technical Support:
      • Design facilitation guide and/or facilitate trainings related to disability, screening and inclusive education for the government personnel, School Support Committee, Health Professional, and parents.
      • Support partners to develop linkages with government and other NGOs to ensure that systems and relationships are in place; and to ensure that project accomplishments are according to the objectives and indicators agreed upon.
      • Provide partners with technical support on the development of school mapping; improvement of teaching and learning quality in schools; develop training plan and training materials; providing input to the development of awareness raising/advocacy materials; conducting and/or facilitating training process and; evaluating the impact of training at community level to ensure high program quality and alignment with policies, guidelines of the Inclusive Education and disabilities sector in the country.
      • Coordinate and provide technical support to program staff and partners ensuring participatory and gender-responsive approaches.
      • Assist the program managers as per the tasks assigned
      • Directly collaborate with supervisors to identify and review the internal or external resources and contribute to project design processes related to Education programs
    • Finances
      • Financial Oversight: Provide support to project team in developing and monitoring annual program budgets. Maintain regular financial planning, review and adjustment.
      • Financial Reporting: Work in close coordination with CRS Finance team and partners to ensure effective tracking and reporting on budget expenses, to include financial reports, monthly/quarterly cash forecasts as required by supervisor, in accordance with CRS policies and procedures. Support and ensure judicious and efficient use of project resources.
    • Partnership, Advocacy and Networking
      • Internal Relations: Coordinate with other CRS managers and projects staff to identify opportunities for sharing information/lessons/best practices. Also work with CRS administration and finance staff as needed to ensure management quality with CRS and partner operations.
      • Partner Relations: Maintain positive working relations with relevant government bodies, international organizations, civil society organizations and local partners. Provide necessary project related information with clear guidance and maintains regular and respectful communications with the partners, in coordination with the supervisor. Addresses any challenges in partnership relations immediately in close coordination with the supervisor and the team.
      • Networking and Advocacy: Maintain positive relations with partners and relevant civil society organizations. Attend regularly in external meetings and networking activities related to education/disabilities programing.
