Introduction :

Position Purpose

Sustainable Cambodia (SC) works to improve the self-reliance and quality of life of the people living in the communities it works in, through a participatory, empowerment-based approach. The Human Resources and Admin Manager (HRAM) is responsible for managing and guiding all aspects of the Organization’s Human Resource and Administration functions in order to achieve the overall goals, objectives and targets of SC.  This position is reporting directly to Executive Director.

Job Requirement :
  • Preference will be given to candidates with a master or bachelor degree in business administration or Management or relevant degrees.
  • A formal Human Resource qualification is preferred but not essential.
  • Strong English proficiency is essential.
  • Minimum 3 years experiences in administration and Human Resources.
  • An ability to work effectively, independently and accurately while adhering to strict timeframes.
  • Strong interpersonal and communications skills.
  • An ability to adapt communication styles to a diverse audience within a complex environment.
  • The ability to initiate processes, make decisions and offer coaching.
  • Willingness to travel and occasionally stay overnight when required.
  • Demonstrate flexibility, versatility and tolerance in a changing work environment.
  • Strong ethical behavior and business practices, and ensure that own behavior and the behavior of others is consistent with these standards and aligns with SC values.
  • Maintain positive and cooperative relationships with others, both internally and externally to achieve SC goals.
  • Computer literacy and proficiency in the use of Microsoft Word, Excel, Access, and Outlook, familiar with using the Internet.
Job Duties :
  • General Responsibilities:
    • Understand and comply with the organization’s policies, guiding principles and objectives at all times.
    • Understand and commit to SC’s mission, vision and core values.
    • Understand and fully participate in the SC Performance Management Process.
    • Act as a goodwill ambassador of SC and ensure that SC is always represented in a positive manner.
  • HR Responsibilities:
    • Responsible for the development, implementation and communication of all Human Resource policies and procedures. Work with all departments to ensure that Human Resource policies and procedures are understood and complied with.
    • Policies and procedures include but are not limited to; working conditions, performance management, recruitment, equal employment opportunities, disciplinary procedures, staff leave and attendance management, staff benefits and remuneration.
    • Ensure legal complies with current health and safety legal requirements and employment legislation.
    • Ensure that the Executive Director is advised of any issues on going pertaining inside the organization.
    • Develop Human Resource planning strategies in consultation with line managers which consider immediate and long-term staff requirements in terms of numbers and skill levels.
    • Staff recruitment including; developing job descriptions, preparing advertisements, reviewing application forms, shortlisting, interviewing and selecting candidates in collaboration with line managers.
    • Prepare comprehensive induction plans for each new staff member in collaboration with line managers.
    • Plan and deliver training as required by the business.
    • Provide advice and coaching to line managers on all Human Resources related issues as and when required.
  • Admin Responsibilities:
    • Responsible for the development, implementation and communication of all Administrative policies and procedures. Work with all departments to ensure that Administrative policies and procedures are understood and complied with.
    • Responsible for the management and oversight of all administrative functions required to effectively carry out the day to day operation of the business, and delegate tasks as needed.
    • Proactively develop initiatives to enhance the efficiency of the Administrative functions of SC.
    • Track and ensure that all parties comply with the terms and conditions of all contracts and agreements entered into by SC.
    • Ensure effective administration of all government interfaces and government compliance, including but not limited to filling necessary Ministry Memorandums of Understanding and Reports.
    • Work with Executive Director and Finance Manager in creating a budget for Administrative and Human Resource expenses, and ensure that the actual monthly expenses are within the budgeted amount.
    • Managing or participating in special projects and events as required; tasks may include but are not limited to: organizing and coordinating information and requirements, planning, preparing meeting schedules and monitoring results.
    • Participate in the procurement committees
    • Ensure a timely communication with the all the department including but not limit to volunteer and visitors of SC
  • Volunteer Coordination:
    • Create and maintain a list of expertise required within the organization
    • Ensure that all volunteers and visitors are officially registered with the relevant government authorities to ensure that they meet the legal requirements to reside and work in Cambodia
