Country and Project Background:
Malaria Consortium is a key partner to support the Cambodia’s National Centre for Parasitology, Entomology, and Malaria Control (CNM) to monitor the changing malaria epidemiology within the context of available interventions and to pilot and assess the conditions necessary to achieve malaria elimination.  In 2010, Malaria Consortium (MC) was one of 40 agencies to successfully bid for funding from the UK Department for International Development (DFID) under a funding stream called the Programme Partnership Agreement (PPA).  This funding was renewed for the fiscal years 2014-2016.  In addition to PPA funds, MC now has grants from the Global Fund to fight AIDS, Tuberculosis, and Malaria, US Center for Disease Control and Prevention, President’s Malaria Initiative (PMI), the Bill and Melinda Gates Foundation, and the Malaria Eradication Scientific Alliance (MESA).

Human Resources and Compliance Officer
This position oversees human resources management in Cambodia in liaison with the Human Resources Coordinator Asia, the UK based Human Resource team and the Country Representative. The position is the lead for human resources management in Cambodia for national staff members.
This position will also work closely with the Country Representative to develop frameworks to manage Malaria Consortium’s compliance with the requirements of the Royal Government of Cambodia

  • Qualifications and Experience:
  • Essential:
  • Bachelor’s degree in Human Resources, Political Science, Sociology, Psychology, Business Administration or any related fields.
  • Desirable:
  • Master’s degree or further qualifications related to the job description
  • Work Based Skills and Competencies:
  • Essential:
  • Fluency Khmer is an asset.
  • Minimum 2 years of direct experiences in human resources, compliance, security management and/or staff training in organisational policies and procedures;
  • General understanding of the structure of the Royal Government of Cambodia and the relationship between the Government and NGOs;
  • Direct experience of communicating directly with government officials and advisory organisation (such as PWC);
  • Detail oriented, systematic , service minded and able to meet with strict deadlines;
  • Able to work independently or as a team player and handle well with confidentiality;
  • Excellent English communication skills, both verbal and written.
  • Desirable:
  • Experience in policies and procedures drafting;
  • Experience of report writing.
Job Duties :
  • Human Resource Management
  • Participate in the update, development and translation of Malaria Consortium HR policies & procedures, guidelines and manuals when necessary or as required by Cambodian Labour Law
  • Maintain complete, orderly and accurate filing for electronic and hard copy documents for all HR related matters such as employee database, medical certificate, offer letters, contracts etc. and submit to Regional Office as required;
  • Assist hiring managers in recruitment, induction and on-boarding procedures of new arrivals;
  • Manage job description, recruitment request, job advertisement, shortlisting, interview questions, interview grid, reference check, job offer and employment contract;
  • Schedule interview appointments with candidates and confirm with all interview panels;
  • Conduct staff induction in HR and Recruitment policies and procedures, Annual Performance Development Review and Cascade (HRIS), including prepare new staff package;
  • Follow up necessary documentation for staff probation and annual performance development review forms and give timely reminders to the respective staff and their line managers;
  • Oversee personnel welfare in line with requirements in terms of travel insurance, medical insurance, worker’s compensation as well as staff health & safety arrangements;
  • Follow up with service providers to ensure delivery of terms including make necessary reports;
  • Annual update and review of staff records and service contract renewal;
  • Update staff movements and report changes to the insurance company including issuance & return of insurance card for new arrival and leaver;
  • Administer all visas, work permits and other government requirements for staff and family members, advisors including consultants at Malaria Consortium Cambodia office;
  • Update staff contact list, emergency contacts, organogram for Cambodia program and insurance details as required;
  • Prepare staff payroll report and submit to Finance Department by the 19th of each month and provide holiday leave calculation for staff upon departure;
  • Update and monitor the accuracy of staff database in Cascade system (HRIS);
  • Ensure organisational email is created or terminated for new arrival and leaver including change of staff information in the global address list;
  • Become the focal of contact for staff on HR queries and manage staff ID card;
  • Manage all HR related reports such as staff turnover report, HR monthly report etc. as required;
  • Handle training and development request for Cambodian staff and maintain staff records.
  • Compliance Management
  • Work with the Country Representative to ensure that Malaria Consortium Cambodia meets the requirements under Cambodia law;
  • Actively stay up to date with any developments in Cambodian law and update the Country Representative of any new requirements related to Malaria Consortium’s work;
  • Establish and oversee an ongoing compliance work-plan and work with the Country Representative to ensure that all compliance requirements are met on time and that documents are appropriately stored in Malaria Consortium files;
  • Liaise with Royal Government of Cambodia ministries to obtain up-to-date guidance on compliance and document the advice received;
  • Support the report drafting to meet with compliance requirements;
  • Disseminate up-to-date advice to other staff as agreed with the Country Representative.
  • Security Management
  • Support the Country Representative to update country security plan and policies including standard operating procedures;
  • Assist staff in Malaria Consortium Cambodia offices to comply with security policies;
  • Conduct field visits to monitor field office and field activity sites to be compliant with security policies and procedures.
  • Other
  • Support the Country Representative with other ad-hoc tasks as assigned.

Note: Some limited travel is expected within Cambodia to Malaria Consortium’s sub offices (currently Pailin and Rattanakiri) to conduct monitoring visits and training. Travel will often be with other staff from the Phnom Penh team.

Salary
The monthly salary for this position starts from USD 1,231.47.
