Introduction :

Gender and Development for Cambodia (GADC) is a local non-profit and non-political organization.  It was admitted to the NGO Good Practice Program (NGO-GPP) for its compliance with all standards in the Code of Ethical Principles and Minimum Standard for NGO in August 2011.

GADC’s vision: a just Cambodia where women and men are equally empowered to participate in development and to access, use and protect their rights.
GADC’s mission: Our mission is to promote gender equality as a fundamental human right, necessary for Cambodia’s social, economic and political development.
GADC is looking for qualified candidates to fill the vacant position below,  based in Phnom Penh and extensive travel within Cambodia.

Job Requirement :
  • Bachelors degree in relevant field such as business, administration;
  • Relevant bachelors degree or equivalent experience
  • At least three years’ experience in HR , administration and logistic in the development or private sector.
  • Skills in negotiation and persuasion
  • Advanced computer skills (Windows, WinWord, Excel and other applications).
  • A good level of written and spoken English.
  • Ability to work under pressure with sheer determination and commitment to the work.
  • Ability to work independently as well in a team
  • Good knowledge of Cambodian labour law
Job Duties :
  • Purpose: The HR and Admin Officer is work closely with GADC MT to ensure that GADC staff are effectively supported by the human resource and administration systems in order to achieved program objectives and the goals of the organization.

Key Responsibilities

  • Human Resources
    • Maintain up to date and complete personnel and recruitment files for all staff, ensuring the security and accuracy of these files.
    • Coordinate induction and orientation arrangements for new staff ensuring they understand the goals and policies of the organization and requirements of their role.
    • Coordinate the capacity building process for all staff in line with GADC’s needs and individual development needs identified in the performance management process.
    • Actively participate in the implement of Performance Management systems and ensure these are implemented across the organization such as objective setting, performance review, upward feedback and personal development plans.
    • Giving advice to staff on HR issues, in line with GADC’s HR procedures and local labour code/legislation.
    • Maintain good communication with other NGOs that have the same mission and vision, Government Ministries and local authorities at GADC target areas.
    • Reviewing GADC policies when needed
  • Administration
    • Maintain leave records for all staff ensuring accurate recording of leave taken and weekly information of leave balances are given to line Managers.
    • Manage the reception function to ensure all information and administrative documentation is accurate.
    • Manage the security and maintenance of the office building and GADC property including the access of visitors and staff.
    • Coordinate procurement process and participate when required to ensure that all activities are carried out in line with GADC Procurement Policy
    • Maintain procurement records ensuring transparent process and accurate information is available for the committee to make a decision and complies with Financial Policy;
    • Maintain the asset register and ensure an audit of assets is accurately undertaken each six months;
    • Manage stationery to ensure the stock for sufficiently use and correctly control;
    • Oversee equipment use and transportation requests;
    • To greet all visitors in a professional manner and efficiently take care of them to ensure GADC’s image and visitors’ experience are positive;
    • Answer the telephone call politely and transfer, take messages or deal with callers as appropriate to ensure in coming phone calls are resolved efficiently;
    • Respond to enquiries from clients and the public about GADC services and activities;
    • Sort and distribute incoming mail and email related to GADC business to ensure all in coming information if received by appropriate person in a timely manner;
    • Prepare stationery monthly report
    • Keep filing record and make sure the required document is retrievable.
    • To plan weekly work in accordance with needs and with guidance from line manager. To alert line manager to any problems;
  • Other
    • Work in coordination with other units on specific projects, workshops or campaigns as instructed by line manager
    • Carry out other duties appropriate to this post as requested by line manager.
