Critical to meeting the expectations of this position, the Human Resource Manager should possess:
-
At least Bachelor’s degree of Business Administration in Management or Economic or Bachelor’s degree of Psychology.
-
At least 3 years of professional working experience in Human Resource Management within the business industry.
-
Having excellent communication skills with all kinds of people in both spoken and written English.
-
Having knowledge in Cambodian Labor Law and Legal Compliance.
-
Strong work ethic/conscientious, self-motivated, leadership, management, demonstrate to high level of interpersonal skills.
-
Good computer literacy (Internet, email, Word, Excel).
-
Ability to work under pressure and with personnel from all levels.
-
Tack and the ability to deal with difficult situations.

Job Duties :
|
|
-
Developing HR planning strategies with line managers by considering immediate and long-term staff requirements.
-
Recruiting staff by preparing job descriptions and job adverts; deciding on how best to advertise.
-
Shortlisting applicants for interview using a variety of selection techniques including psychometric testing Interviewing shortlisted candidates.
-
Conducts orientation sessions for new employees.
-
Maintains a working knowledge of federal and state legislation that impacts the various facets of the personnel function to insure practices and policies are in compliance.
-
Advising on pay and other issues, including promotion and benefits; administer payroll and maintain staff records.
-
Monitors and maintains insurance policy for staff compensation.
-
Interpreting and advising on employment legislation; develop and implement policies on a variety of workplace issues e.g. disciplinary procedures, absence management, working conditions, performance management and equal opportunities.

Listening to grievances and implementing disciplinary procedures.
-
Analyzing training needs in conjunction with line managers; planning and delivering training, including staff inductions.
-
Completes designated salary/benefits surveys for external vendors and maintains current results as a reference to monitor trends and benchmarks.

Provides timely notification to Directors/Managers when employee performance appraisals are due.
-
Ensures performance appraisal measures are administered fairly and consistently.
-
Maintains complete personnel files and required employment documentation for all employees in compliance with recommended record keeping practices.
-
Counsels’ management and staff on personnel related issues such as discipline, terminations, personality conflicts, job transfers, policy interpretation, and other sensitive issues.
-
Do monthly HR reports to Board of Directors.
