Introduction :

CEDAC (Cambodian Center for Study and Development in Agriculture) is a non-profit, local organization that specialized in Agriculture and Rural development. It was set up in August 1997 with initial support from the French NGO, GRET. Since 2004 CEDAC has been being created the CEDAC Natural Ari-product (NAP) to market in order to supply the healthy food for the whole society. Currently CEDAC National Agri-product is seeking for a qualified and experienced candidate to fill the position of Human Resource Manager based in head office in Phnom Penh with frequent travel to other provincial branch, staying in the field as required with gross salary more than $500 USD.

Job Requirement :
  • Bachelor or master degree of human resource management, or or equivalent degree.
  • Four-year experiences in human resource management including two years in management level.
  • Demonstrated consultative team management approach
  • Demonstrated strong leadership and influencing skills – the ability to provide sound human resource advice to Management to support strategic decision making
  • Good communication and strong in employment relation
  • Good in problem solving
  • Competent in the use of computer applications: Office, email, Internet, file management.
  • Good communication in English both speaking and writing
  • Good interpersonal skills, time management, discipline, and able to work with little supervision.
Job Duties :
  • Prepare staff policy, procedures and form development to ensure that all are in compliance with local labor law, are regularly updated and support the Mission’s strategic goals of NAP.
  • Coordinates the recruitment and staff selection including identifying needs, placing advertisements, receiving applications, short listing candidates, arranging and participating in interviews, making recommendations, checking references, negotiating contracts with successful candidates and preparing letter of contract.
  • Works collaboratively with hiring managers to ensure that all recruitment are in accordance with the HR Manual, is conducted in an open and transparent manner, and has an equal opportunity focus.
  • Prepare and maintain job requirements and job descriptions for all positions and make sure that all are up to date.
  • Develop staff capacity building, and conduct all employee-training programs to ensure employee growth and development, and follows up to make sure that the training program is completed satisfactory
  • Evaluating employees' self-assessment regularly and implements annul performance appraisals
  • Prepare monthly payroll and coordinate on pay and other benefits, including promotion, and other compensation.
  • Update the Human Resource data such as master list & organization chart, and review contract.
  • Monitor daily attendance and leave management report to management regularly.
  • Respond for correspondent letter including communication letter, disciplinary letter both warning & termination letter, promotion letter, and probation letter as well.
  • Keep and ensure that all staff profiles are confidential and updated.
  • Prepare and issue staff ID card for all staff both at HQ & other brands.
  • Keep good communication and employment relation in work place.
  • Recommends employee relations practices necessary to establish a positive employer-employee relationship and promotes a high level of employee morale and motivation
  • Support and solve any issues related to staffs.
  • Perform any assignment as assigned by management.
