Introduction :

Smart Axiata Company Limited became a subsidiary of Axiata Group Berhad (Axiata) after it entered into a strategic merger with Hello Axiata Company Limited. The merger has resulted in the creation of the second largest mobile telecommunications company in Cambodia with five million subscribers.

Job Requirement :
  •  At least Bachelor Degree in Human Resources , Business Administration or other related field 
  •  Professional certification in HR Management
  •  Profound knowledge on Cambodia Labour Law
  •  Good business acumen and customer focus, coupled with the self-directed ability to manage multiple projects and priorities in a practical, thoughtful and inclusive manner.
  •  Passion and ability to affect and inspire change, to drive into policies and procedures and its compliances.
  •  Exceptional level in policies design and development skills.
  •  Excellent and demonstrated coaching, feedback and people development skills
  •  Strong communication skills, interpersonal skills, problem solving skills and team player.
  •  Minimum 4 years of progressive experience in general HR Management roles.
  •  Significant experience in managing Human Resource Information Systems, recruitment, labor and employee relations
  •  Exceptional experience in conflict resolutions and management
  •  Experienced in multi-nationals industries is strongly preferred.
Job Duties :
  •  Assist Head of HR in developing, reviewing, and updating the HR strategic plans, policies, systems, and practices.
  •  Provide high responsibility and lead HR Operations department in a proactive and positive way. 
  •  Provide HR advice in line with approved policies to all management & staff within the Company and ensure that the procedural process are correct and in line with the Company policies.
  •  Work closely and build strong relationship with all management, staff and external partners to ensure an efficient & effective HR Services is delivered.
  •  Identify, develop, and implement HRIS to improve the overall operation and effectiveness of the Company. In particular, ensure that the HRIS database provides timely and accurate information.
  •  Participate in employee relations and employer branding/talent acquisition activities.
  •  Manage conflicts and handle disciplinary actions in line with the Company and related regulations and the Labour Law.
  •  Ensure that the Company is compliant with all rules and regulations under the Cambodian Labour law.
  •  Manage recruitment/selection qualities and services including the development of appropriate recruitment/selection methodologies and approaches
  •  Deliver an effective and value adding recruitment strategy and ensure its contribution towards the HR strategy.
  •  Ensure that recruitment procedures support the business objective and comply with the recruitment/selection policy.
  •  Ensure that processes for such tasks as recruitment, employee relations, labour relations, HRIS are in place and are dealt with correctly and effectively and efficiently.
  •  Ensure that HR operations policies and procedure are updated on a regular basis.
  •  Lead and supervise HR Operations team to perform the assigned duties and ensure that the HR Operations team delivers their planned outcomes as per agreed targets and plan.
  •  Complete all other activities assigned by the supervisor as per management decision.
