Introduction :

Investing in Infrastructure (3i) is a five year, nationwide, social investment program funded by the Australian Government and being implemented by Palladium. The program is designed to promote and catalyse business growth in the infrastructure sector of Cambodia.  It will expand the delivery of key infrastructure services by partnering with the private sector to expand household and business access to utilities and other services. This will create new enterprise opportunities in rural towns and more remote parts of Cambodia, and will generate health and welfare benefits for Cambodians, including the poor. 
Initial partnerships will be with businesses in the drinking water and electricity sectors where the potential is already proven. Once the partnerships are successfully on track to deliver the required results, partnerships in other sectors such as rural transport and waste management and recycling may be explored.
3i will catalyse business investments in ways that incentivise them to expand service coverage as rapidly as possible, and to sustainably operate and maintain the systems to the highest standards.  The program will achieve this through three models of partnership with businesses and other actors in chosen sectors:

  • Co-funding infrastructure in direct partnership with private operators
  • Facilitating co-investment with private equity and/or social impact funds
  • Catalytic interventions to address infrastructure market constraints.

3i currently has a requirement for a HR and Administration Officer. The position will be located in the 3i project office in Phnom Penh, Cambodia.

Objectives
Ensure that 3i staff and management receive HRM, office management, records management and administration services that are high quality, professional and responsive.
Provide support and assistance for other operational support functions including management of finances, procurement and assets.
Implement financial and procurement management policies, procedures and systems and ensure compliance with corporate and project standards.

Reporting relationships
Reports to: Finance and Administration Manager, 3i
Direct and indirect reports: Supports the Finance and Administration Manager with day-to-day coordination of the team of 3i drivers.

This position will develop and maintain strong working relationships with other managers, advisers and staff in the program management office, and local suppliers and businesses.

Position status
Location: Phnom Penh, Cambodia.
This is a locally engaged staff position.
Commencement: May 2016
Duration: 24 month contract with a possibility of extension.
Remuneration:  Competitive salary and benefits will be offered to the selected candidate, depending on qualifications and experience.

Job Requirement :

Essential

  • Tertiary qualifications in business administration, HRM, or equivalent discipline related to the roles and functions of the position.
  • Two to three years’ experience with HRM, administration, and financial management of large, complex organisations and/or programs.
  • Basic understanding of and experience with the Cambodian Labour Law.
  • Demonstrated record of paying attention to detail and providing high quality support services.
  • Demonstrated teamwork abilities and an ability to work in teams in a cross-cultural environment.
  • Fluent in Khmer and well developed verbal and written communication skills in English.

Desirable

  • Previous experience working in the program management office of a DFAT managing contractor.
Job Duties :
  • Support the Finance and Administration Manager with finance, HR, office management, administration, logistics, vehicles and other operational functions.
  • Undertake routine HRM and personnel administration functions including:
  • position advertising, staff recruitment, selection and contracting
  • liaison with HR service providers
  • coordination of training plans, activities and records
  • processing timesheets and leave requests, entering data into leave trackers, and maintaining accurate records
  • processing of staff per diem, accommodation and expense claims.
  • Undertake routine logistics and administration functions including processing of travel and vehicle/driver requests; records management and filing (electronic and hard copy); day-to-day management of the office, kitchen and equipment.
  • Assist with financial and procurement management activities including sourcing, contracting and payment of suppliers; cash payments to staff and government counterparts; asset management.
  • Assist the Finance and Administration Manager to implement the program payroll system for national staff; ensure all salary payments are accurate and timely.
  • Develop and maintain effective working relationships with the 3i team and help provide high quality and responsive services.
  • Maintain comprehensive files and ensure all records are compliant with audit, corporate and client requirements.
  • Support senior management to establish and implement policies and procedures for fraud control, anti-corruption and anti-bribery.
  • Other duties as required.
