Introduction :

Sokha Phnom Penh Hotel & Residence is strategically located on Street Keo Chenda, Phum 1, Sangkat Chroy Changva,
Khan Chory Changva, Phnom Penh, Kingdom of Cambodia. The hotel has launched its Soft Opening on the 02 nd of
December, 2014. The hotel is situated opposite to the Royal Palace and approximately 13 km from Phnom Penh
International Airport.

We are currently seeking for a motivated and customer focused oriented to join in our team for a position below:

HR MANAGER (01 post - male / female)
Plan, direct, and coordinate human resource management activities of Sokha Phnom Penh Hotel & Residence to maximize the strategic use of human resources and maintain functions such as employee benefits and compensation, hiring of employees, personnel policies and procedures, training and development, and regulatory compliance. The goal of HR managers is to limit job turnover and promote positive morale, which will increase employees’ productivity and job satisfaction.

Job Requirement :
  • Minimum of 5 years professional experience in human resources management within the hospitality Industry
  • Degree in Human Resource Management/ degree in the hotel management and tourism management is preferable
  • Sound knowledge in Cambodian Labour Law and its implementation
  • Be familiar with the NSSF and its implementation
  • Good command of written and spoken English and Khmer and is a must
  • Ability to be resourceful and proactive about setting and keeping deadlines, prioritizing work, anticipating needs, and ensuring follow-through on projects Initiative, smart and results oriented
  • Strong work ethic/ conscientious, self-motivated, leadership, management, demonstrate to high level of inter-personal skills and negotiation one
  • Computer literate, (Ms. Office, Email and Internet...etc.)

Job Duties :
  • Implement and maintain all human resources policies relating to recruitment, promotions, transfers, personnel administration, industrial and employee relations, discipline, grievance, counseling, pay and conditions, contracts, training and development, moral and motivation, performance appraisal, employee health and safety.
  • Build strong relationships with local organizations, recruitment agencies, educational institutions, learning and development suppliers to help when recruiting employees.
  • Recruiting and conduct pre-screening interviews to ensure that the best candidate for Head Department.
  • Monitor the 90 days probation and annual appraisal.
  • Monitor salary and wage administration including the conducting of salary surveys on a regular basis to determine position in the market place.
  • Administer monthly payroll.
  • Produce monthly manpower report of new hires, termination, turnover and resignation.
  • Administers employees leave entitlements including public holiday, annual leave, sick, compassionate, leave with/without pay
  • Ensure exit interviews conducted for all associates terminating their employment.
  • Conduct various associate activities including ‘all associate meeting” on a regular basis, soccer team, protecting environment, community service, annual associate’s party, Staff’s birthday, and Khmer New Year functions.
  • Oversee employment law compliance and compliance to regulatory concerns.
  • Maintain various contacts with local personnel organization, government office and labor department.
  • Controlling Security Section.
  • Ensure the Safety program such as safety meeting, safety training observed, maintained and enforced.
  • Oversee the in house clinic.
  • Develop and deliver training programs as and when required and assist all Managers in training requirements for their department.
  • Ensure orientation and induction of new associates occurs prior to the actual commencement of work
  • Administer Associate Opinion Survey and assist in addressing issue/concern highlighted.
  • Assist in the development and implementation of programs that will drive increased employee satisfaction and commitment levels.
  • Responsible for ensuring recognition systems for associates and managers are in place.
  • Knowledge of all benefits available locally.
  • Counsel associates in career prospects, personal issues, job related issue, etc.
  • Ensure job descriptions and person specifications are developed and updated on a regular basis for all positions.
  • Research the updating Cambodia labor law.
  • Provide advice and assistance Assistant Human Resources Manager on HR related matters to all associates as and when required.
  • Responsible for the establishment and functions of training section.
  • Ensure annual/ Monthly training plan in place as per property requirements.
  • Plan and direct for Training of employees including senior managers, maintain contact with outside resources for training.
  • Advise Executive Committee and General Manager on human resources issues including employee and industrial relations matters.
  • Responsible for maintaining as active source of potential employees to ensure throughout the hotel is staffed.
  • To act as Executive on Duty for the hotel as scheduled.
  • To provide courteous and professional service and to maintain good working relationship with all colleagues throughout the hotel.
  • To ensure that all employees have a complete understanding of and adhere to the Hotel’s rules and regulations, policy relating to Fire, hygiene, Health and Safety.
  • To ensure that the Department’s Operational Budget is strictly adhered to and that all costs are strictly controlled.
