Job Requirement :
  • Masters Degree in Human Resources or Business Administration
  • At least five years of experience in a senior-level Human Resource position
  • Sound working knowledge of human resources functions and ability to think laterally
  • Knowledge of Cambodian Labour laws
  • Strong leadership skills with demonstrated ability to manage diverse groups of staff utilizing flexibility, innovation and diplomacy.
  • Robust project management skills, with the ability to succeed through collaboration and manage projects to successful resolution
  • Superior communication and interpersonal skills, with the ability influence outcomes
  • A willingness to operate in a complex, matrix environment with multiple, often conflicting demands
  • Proven ability to establish credibility and maintain and develop good business relationships
  • Flexible to manage multiple priorities and to assimilate into an evolving environment
Job Duties :
  • Interview job applicants; review application/resume; evaluate applicant skills and make recommendations regarding to applicant’s applications.
  • Design and conduct new employee orientation
  • Recommend, develop and maintain human resource database, computer software systems, and manual filling systems.
  • Create a harmonious working environment for the staff and management as well as building good relationship with customers.
  • Manage all aspects of employee’s healthy, safety, and good working environment
  • Manage an effective employee leave management and comply with Cambodia Labor Law.
  • The provision of high quality HR Consultancy aligned to DPC’s business strategy and budget
  • Coaching and mentoring line managers to manage and mitigate internal HR operational issue, performance management and staff development.
  • Building the employment brand of DPC to attract and retain talents required to grow the business.
  • Ensure the organization is resourced according to DPC’s business strategy and budget
  • Develop and maintain a culture of high performance that facilitates staff input and actions for workplace improvements.
  • Ensure remuneration complies with policies and procedures and reflect local market remuneration practices
  • Ensure the application of best practice training and development methodologies is balanced with pragmatic delivery
  • Coordinate and administer annual salary reviews that may include participation in market remunerations surveys
  • Ensure local job evaluation comply with DPC policies
  • Risks and employee relations issues are mitigated, or minimized and managed to successful resolution without external escalation/
  • 100% staff compliance with Human Resource Policies and training
  • Establish of succession plan in accordance with skills and experience and development plan completed for each impacted position
  • Completion of timely HR reporting, and maintenance of data integrity in accordance with statutory requirements
  • Establish DPC succession plan (as part of wider Disaster Recovery Process/Business Continuity Planning)
  • Performance objectives established for all staff
  • Performance improvement undertaken for staff whose performance does not meet expectations
  • Establish training programs required to address development needs.
  • Encourage proactive management of underperforming staff through performance improvement or attrition as appropriate and in accordance with labor law
  • Develop and implement reward and recognition programs for successful performance
  • Recognize and celebrate success within DPC
  • Policy development is reflective of DPC’s values and aspirations
  • Successful management of HR assignments as required to grow the business and identify continual improvement
  • Ensure sharing of “best practices” ideas
  • Perform specific research/investigation into operational issues, as requested.
  • Provide on-the-job training to new employees. Recruit, train, supervise and Evaluate department staffs
  • Any other tasks assigned by CEO/MD/COO
