Country and project background

Malaria Consortium (MC) has recently been granted by GF-ATM to implement a 16 month program in Thailand and Cambodia under the Inter Country Component (ICC) of the Regional Artemisinin Initiative (RAI) in partnership with PSK, Raksthai and the National Malaria Control Programme (NMCP) of both countries.

Job purpose

The role of the RAI ICC Field Assistant is under the leadership of the RAI ICC Field Assistant Team Leader is responsible for direct implementation of all field activities at the border points and villages.

This positions will be based in Stung Treng province of Cambodia and are accountable to perform all field activities.

Scope of work

Field Assistant will work responsible in daily activities of RAI ICC project in his/her assigned target area to ensure that the program activities were implementation as planned and project assumption. He/she also manage the administration and office management tasks at field office and oversee the VMW/MMW activity at field. It is also including to build the close communication/working with Health Centre target as well as local authority. 

Key working relationships 

Field Assistant play a role of project and organization representative to work closely with the health partners, health volunteers, local authority, as well as community people in his/her assigned target. He/she will work with other field team and under direct supervise from Filed Assistant Team Leader and support from the technical or management team.

Job Requirement :
  • Qualifications and experience:
    • Essential:
      • Technician in a health care area, social work, public administration or other related area
    • Desirable:
      • Bachelor degree in health care area or social work.
  • Work-based skills:
    • Essential:
      • Experience un project implementation at field level in the public health sector;
      • Participate in the work at border points and villages;
      • Ability to work as part of a team with people in need, maintain strong relationships with community and partners;
      • Leadership, prioritization and communication skills;
      • Excellent command of Khmer and able to communicate in English and Lao languages is prefer
      • Strong focus on ethics and policy compliance within all work.
    • Desirable:
      • Experience in working in project execution at provinces in Cambodia;
      • Experience in participating of malaria prevention and control projects;
      • Experience of collaborate to activities in field locations (and therefore able to support the Field Assistant Leader in his / her role as required).
Job Duties :
  • Project Management
    • Execute the planning of the project and ensure that activities will be performed on time in compliance with donor and MC policies and procedures.
    • Regularly monitor and alert of situations that can put at risk the project execution, contractual compliance and timely report;
    • Work with all the team to ensure that activities are implemented to a high standard;
    • Execute alternative action plans to overcome situations that can put project completion at risk.
    • Keep good relationships with other participants of the project;
    • Escalate key issues in project execution to the RAI ICC Field Assistant Team Leader;
    • Keep good collaboration with local Village Malaria Workers and Mobile Malaria Workers to ensure activity implementation;
    • Participate in any training or meeting required during project implementation;
    • Ensure high standard of quality during project implementation activities.
  • Human Resource Management
    • Plan the own schedule for project and coordinate duties with the Field Assistant Team Leader.
    • Communicate training needs missing to comply with GFATM requirements;
    • Collaborate with Field Assistant Team Leader to ensure that resources are managed in line with Malaria Consortium policies and procedures;
    • Be a positive and collaborative Field Assistant to Malaria Consortium.
  • Financial Management
    • Execute and implement the field activities using a project planning or other alternative tool;
    • Highlight issues with line management to anticipate decisions to be made to ensure proper execution of activities under his/ her responsibility.
    • Provide key data and information from the field and villages to the Field Assistant Team Leader and help to collaborate in reforecast preparation.
  • Partnership Building and External Communications
    • Attend working groups and other meetings as a Field Assistant of RAI ICC project of Malaria Consortium and feedback from these meetings to the Field Assistant Team Leader;
    • Collaborate to the delivery of the external communications plan;
  • Additional Responsibilities
    • Actively promote and adhere to Malaria Consortium’s safety and security plans;
    • Represent and promote Malaria Consortium as a Field Assistant at every opportunity;
    • Perform other duties as required by the RAI ICC Field Assistant Leader.
