Position Title: Employee Relations Manager
Function: HR
Reporting to: Vice President of Group HR
Location: Phnom Penh

Job Requirement :
  • Educational Qualification
  • University graduate in related human resources discipline or equivalent education
  • Work Experience and Skills required
  • Minimum 5-year experience in employee relations or related field;
  • Previous proven successful in the hotel / casino industry;
  • Broad knowledge in all aspects of HR functions;
  • Good in English both written and verbal;
  • Able to work under pressure
  • Competency
  • Excellent interpersonal and communication skills;
  • Diplomatic and negotiation skills;
  • Outstanding organizational skills;
  • The ability to work under pressure;
  • The ability to work with personnel from all levels;
  • Tact, and the ability to deal with difficult situations;
  • Numerical and budgeting skills
Job Duties :
  • Overall
  • Plans, manages and co-ordinates programs related to disciplinary action, conflict resolution and interpretation/application of policies and collective agreement obligations in the form of counsel and advice.
  • Employee Relation
  • Provides employee relations support, coaching, guidance and direction to managers with particular emphasis on the administration of policies and compliance programs;
  • Designs, implements, and analyzes employee relations metrics to identify and improve areas that will improve employee engagement, turnover, and the work environment;
  • Manages individual employee relations cases, from incident report through final disposition. Ensure all cases are properly documented and will be responsible for issuing complete reports and recommendations to HR Director;
  • Develops plan to relocate staff to new departments and jobs due to restructuring within the company;
  • Assists in the implementation of redundancy programs, which may include the development of early retirement packages and voluntary redundancy schemes.
  • Advices on matters related to the administration of contracts or employee discipline or grievance procedures;
  • Calls or meet with union, company, government, or other interested parties to discuss labor relations matters, such as contract negotiations or grievances
  • Drafts contract proposals or counter-proposals for collective bargaining or other labor negotiations;
  • Drafts rules or regulations to govern collective bargaining activities in collaboration with company, government, or employee representatives;
  • Identifies alternatives to proposals of unions, employees, companies, or government agencies;
  • Interprets contractual agreements for employers and employees engaged in collective bargaining or other labor relations processes;
  • Investigates and evaluate union complaints or arguments to determine viability;
  • Mediates discussions between employer and employee representatives in attempt to reconcile differences;
  • Monitor company or workforce adherence to labor agreements;
  • Negotiate collective bargaining agreements.
