Organizational Background
The Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) was included in the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) SSF grant agreement as a sub-recipient and is responsible for activities aimed at reducing the impact of HIV/AIDS on orphans and vulnerable children (OVC) in Cambodia. MoSVY coordinates a multi-sectoral response to the needs of OVC across Cambodia, including those children who are infected and affected by HIV/AIDS. ImpAlementation of this response within MoSVY is centered at the Directorate of Technical Affairs, in particular the Directorate’s Department of Social Welfare and the Department of Child Welfare.
One of the Global Fund supporting areas is to strengthen the MoSVY’s capacity in coordinating the development and implementation of policies and programs that protect, care for and support OVC. This is divided into two broad themes: (1) The Global Fund program supports MoSVY to provide, promote and monitor institutional and community-based alternative care practices, and also to enable social workers to work more effectively with children to identify needs and to provide a multi-sectoral response to their needs. (2) Institutional Capacity Building of MoSVY including Child Welfare Department to build capacity to strengthen the management capacity and program management of Alternative Care and improve the monitoring and evaluation systems.
