Job Title : Consultancy to integrate Nutrition into Community Based Disaster Risk Reduction (CBDRR) Models

Introduction :

Overall Purpose of the Consultancy:
Assess the existing CBDRR models outlined in the Good Practice Guide which DanChurch Aid, Action Aid and PIN developed under their previous DIPECHO (the European Commission Humanitarian Aid Disaster Preparedness Department) programme and work with consortium partners to integrate nutrition elements into each of model and their associated trainings.
Background:
Natural disasters devastate lives and livelihoods. Cambodia is regularly exposed to a variety of natural hazards, most commonly: tropical storms, floods, drought and pest infestation. All of these hazards are highly likely to be aggravated by the foreseen impacts of Climate Change.
People in Need (PIN) is part of a consortium with ActionAid, DanChurch Aid (DCA), Save the Children and Oxfam. The Consortium has received funding from DIPECHO for the project “Building Disaster Resilient Communities in Cambodia II”  and to continue supporting DRR at national and subnational levels.
Throughout Cambodia malnutrition rates are very high among women and children (CDHS 2010- 40 percent of children under 5 are chronically malnourished). When disasters strike, many vulnerable people can easily become further undernourished due the decreased access to nutrients rich food. The CBDRR models which were developed by ActionAid, DCA and PIN during previous cycle of DIPECHO funding (2012-2014) are being implemented throughout the current project. An integration of nutrition sensitive elements into these models will allow the consortium to proactively work with communities in addressing nutrition sensitive topics so should a disaster occur that community might be better prepared to deal with nutrition related issues.

Job Description :

Objectives:
To integrate nutrition sensitive elements into existing CBDRR models

Activities: In close consultation with PIN and other consortium partners develop a detailed work plan.
Indicative timeframe: 2 days

Activities: Desk study and key informants’ interview in relation to the best practices and lessons learnt in integration of nutrition sensitive actions in development and specifically DRR programming in Cambodia and in the region.
Indicative timeframe: 5 days
Deliverable: Presentation of key findings and recommendations

Activities: Desk and field review of the application of the existing CBDRR models and training curriculums by individual organizations within the consortium
Indicative timeframe: 15 days
Deliverable: Presentation of key findings and recommendations

Activities: Propose and present feasible and relevant nutrition sensitive elements for each CBDRR model including integration methodology to consortium members and local partners (incl. training curriculum and draft IEC materials when relevant)
Indicative timeframe: 15- 20 days
Deliverable: Draft updated CBDRR models, training curriculum and materials (incl. IEC materials)

Activities: Conduct a workshop with all consortium partners to orient staff on the appropriate ways to use the updated models and effectively integrate nutrition into all aspects of CBDRR models.

Deliverable: 3 day workshop (provide workshop report)

Activities:Provide ongoing support over a four month period to monitor progress of implementation and provide technical guidance where needed
Indicative timeframe: Ongoing (3-5 days per month)
Deliverable: Monitoring report on how the nutrition elements were integrated into each CBDRR model

Activities: Finalization of consultancy report.
Indicative timeframe: By the end of the assignment
Deliverable: Comprehensive consultancy report including lessons learned and recommendations for the consortiums future activities in the field of nutrition
Timeframe:
The assignment is expected to start from mid to late November 2014 and shall be finalized by April 2014.
Payment:
The consultant will be paid in three installments (1st= 30 %, 2nd= 40%. 3rd= 30%).  The first installment will be made following the signing of the agreement with PIN, the second  installment will be made following successful integration of nutrition elements into each model as presented in the workshop, and the final installment will be made following upon the completion of the contract and all updated materials having been turned over to PIN. 

Job Requirement :
  • Expertise Required
  • At least 5 years of experience working in nutrition in a development context, preferably in SE Asia
  • Excellent analytical skills
  • Excellent speaking and writing skills in English, knowledge of Khmer would be an advantage
  • Very strong training and facilitation skills with focus on nutrition/ public health
  • Experience communicating with people at different levels within organizations
  • Experience working with NGO consortiums would be an advantage
  • Experience providing guidance and capacity building to project staff
  • Additional knowledge of DRR in Cambodia would be an advantage
  • Other requirements
  • The consultant has to abide to the PIN code of conduct and other relevant policies (Anti corruption guideline, sexual harassment at the work place, no child labor, etc.) for Cambodia
  • The Supplier agrees to grant access to his/her records to the European Commission including OLAF
