HFH Cambodia is seeking a suitably qualified Construction training curriculum development – International Consultant to develop the content and curriculum for a new vocational training and certification program aimed at strengthening skills of existing home builders throughout the country. This basic 160 hours training (classroom and practical) will cover basic home building skills relevant to the Cambodian context such as Bricklaying, Carpentry, Painting, and Plastering.

Consultancy Period and Level of effort:
The period for this consultancy will be of 5 months (start from February 2016) and the consultant will be asked to spend at least half of her/his time in HFHC Phnom Penh office during the period. The estimated level of effort is of 50 to 75 days at a competitive international consultancy rate.

• At least ten (10) years of work experience in the field of construction, architecture, civil engineering, including adult training experience
• Graduate degree in civil engineering, architecture, and construction.
• Full commitment to Habitat Vision, Mission Statement and Mission Principles.
• Demonstrated track record of success managing construction projects with an individual housing component
• Previous experience in developing construction training curriculum
• Native English speaker or excellent command of English. Good communication and presentation skills.
• High level research skills with the ability to collect/analyze data and produce professional reports
• Excellent judgment and strong analytical and problem solving skills to identify issues and present creative, practical solutions.
• Self-motivated, possesses a positive outlook, flexible and able to work without close supervision and under pressure.
• Proficient in Ms. Word, Excel, PowerPoint, Access and Outlook, and the Internet
• Outstanding organizational skill, excellent team player, creative and out-going.
• Capacity to deal with conflicting priorities and deliver high quality work on schedule; facility to work successfully in multicultural teams and across boundaries.

• The Connstruction training curriculum development – International Consultant will be tasked to:
• Produce a repository of existing relevant construction training materials in Cambodia and elsewhere
• Assess and analyze the training needs of the target population as well as private sector needs
• Review, complement and validate a portfolio of 7 to 9 standard affordable house designs
• Produce a curriculum for 160 hours of construction / homebuilding training (20 modules X 4 hours in classroom and 10 days X 8 hours of on the job practical construction) aligned with the Technical and Vocational Education and Training system of Cambodia and in line with the private sector needs (with consideration of construction manual, mainstreaming DRR, environmental issues, inclusion of PLWDs and gender); activity includes a consultation workshop with relevant partners
• Provide ToT training to project team
• Provide technical backstopping and necessary support to the project team
