Bachelor degree or above in any kind of engineering field

Proven track record with 5 Years + experience as contract and QS/QE Section Manager
-
Proven track record with 15 years + experience in construction field as Building Engineer
-
Excellent communication and negotiation skill
-
Relationship building and people management skill
-
Very Good command of speaking, reading and writing in English. (If Chinese is available, much welcome).

Foreigner is preferred.

Be able to be stationed in Phnom Penh
-
Language: Very good command of speaking, reading and writing in English ( If Chinese is available much welcome )

Job Duties :
|
|
|
-
Salary: 2,000 USD + Allowance
-
Fully responsible for contract / commercial management including cost control for the project. (Contract mentioned here means contract with Consultant / Main Contractor nominated subcontractor / Direct contractor / supplier).
-
Ensuring all the QS (Quantity Survey) / QE (Quantity Estimate) works are successfully proceeded under responsibility of commercial Section.

Arrangement / implementation of real QS/QE job with extensive coordination between different sections (Especially with Project, Finance, Sales & Marketing Team).
-
Arrangement / implementation of real Tendering / Contract task including paper work.
-
Ensuring reliability and consistency at all stages of the project. (All the stages' s mentioned here means the period from commencement for preparation of bidding document to completion of each project).

Initiating estimating and risk & value management.
-
Negotiating with Consultant/ Main Contractor/ Nominated Subcontractor/ Direct Contractor/ Supplier as a responsible person of Project Team of Developer .Issuing commercial letter/ correspondence for contract/ Commercial Related issue to each party as necessary.

Execution of monthly costing report to Project Director.

Procurement and payment task of construction material - identifies and located the relevant materials required.
-
Procurement and payment task of indirect works / preliminaries items for the project.
-
Negotiated the best possible terms and conditions with supplier: such terms may include payment terms, delivery conditions. etc.

Research / investigation / report of market price in continuous basis.
-
Ensuring import clearing tasks as necessary.
-
Responsible for keeping and filling of commercial and contact related documented for the project.
-
Execution of monthly costing report to project director.
-
Execution of weekly report to project Engineer Director and Project Director using company EPM system.
-
Any other tasks assigned by Project Director and Project Engineering Director.
