WorldFish, a member of the CGIAR Consortium, is an international, nonprofit research organization. CGIAR is a global partnership that unites organizations engaged in research for a food secure future. CGIAR research is dedicated to reducing rural poverty, increasing food security, improving human health and nutrition, and ensuring more sustainable management of natural resources. It is carried out by the 15 centers who are members of the CGIAR Consortium in close collaboration with hundreds of partner organizations, including national and regional research institutes, civil society organizations, academia, and the private sector. 

Reporting to Finance and Administration Manager – Mekong Region and Myanmar, the Administration & HR Specialist will be responsible for implementing all duties of general administration, including developing sound internal administrative policy/guidelines/SOPs an  logistic supports, travel arrangement (overseas and domestic), events management, facilities management, management of petty cash and handling goods & services procurement. He/she will be served as the HR- focal point person at Greater Mekong Regional Office and Myanmar, in coordinating and facilitating staff recruitment, training, intern placement and support the implementation of Environmental, Health and Safety policy and activities.

Job Requirement :
  • Bachelor’s degree in Business Administration or related field
  • Knowledgeable in General Administration, Travel and Events arrangement, HR and Office management, including procurement, with 5-10 years of senior administrative support experience in national or international organizations
  • Comprehensive knowledge and understanding of standard office procedures
  • High level of organization, attention to detail and ability to multi-task
  • Understanding people management systems and apply creativity, knowledge and skills to build and implement effective systems
  • Understanding and knowledge of local labor law/contract law
  • Deal with sensitive and confidential correspondences and information from time to time.
  • Strong negotiation/influencing skills and excellent communication, written and spoken in English
  • Good analytical and decision making skills
  • Ability to work in a team environment and with minimum supervision
  • Ability to work under pressure and within tight deadlines
  • Computer literate and familiarity with MS Office Suite and software packages including word processing, spreadsheets, presentation software and databases
  • Ability to maintain professional relations with partners
Job Duties :
  • Under the guidance of the Finance and Administration Manager and HR team at Headquarters, the Administration & HR Specialist will have the following roles and responsibilities:
    • Ensure all administrative policies, guidelines and SOPs of WorldFish are effectively implemented and adhered by everybody engaged with WorldFish
    • Ensure logistic supports, e.g. visa, flight booking, transportation, accommodations, field trips, etc.. of all staff, visitors, consultants, donors and partners are effectively provided
    • Effectively manage procurement of goods and services to ensure smooth and efficient office and portfolio operations and in accordance with Center’s and donor’s rules and/or requirements
    • Identify and engage with service providers, including insurance, security and maintenance services providers
    • Implement HR strategies and policies and Cambodia labor law
    • Lead all aspects of HR administration, including recruitment and contract management
    • Develop and implement occupational health and safety policy, procedures and measures
    • Manage petty cash and ensure Standard Operating Procedure (SOP) is fully implemented
    • Ensure safe and orderly operation of IT systems by serving as the liaison between Mekong office and IT team to resolve IT issues

Our offer
This position will be based in Phnom Penh, Cambodia with travels to other sites as required.
The successful candidate should be available to commence asap for an initial 1 year fixed term contract, with possibility of extension depending on performance and funding situation. This position is open for national (NRS) only. Salary and benefits will be in compliance with WorldFish NRS remuneration policies.
