Introduction :

Los Angeles-based AIDS Healthcare Foundation (AHF), a non-profit, is a global organization providing cutting-edge medicine and advocacy to more than 600,000 patients in 36 countries. We are the largest provider of HIV/AIDS medical care in the U.S. 

AHF Asia Bureau which is based in Cambodia is implementing its projects in seven country offices including Cambodia, China, Indonesia, Myanmar, Nepal, Thailand and Vietnam. We are now looking for competent candidate to fulfill a position of Human Resources Manager – Asia and IT Manager - Asia to oversee the Human Resource and IT functions for AHF Asia Bureau countries. These positions will be based in Phnom Penh, Cambodia.

Job Requirement :
  • Bachelor’s degree in Social Sciences or equivalent field with higher degree at Masters Level in; Masters of Business Administration with specialization in Human resources or Master of Sciences in Management with specialization in Human Resource Management or similar relevant level of education.
  • Minimum of 10 years’ experience managing human resources.
  • Knowledge of the labor law within the Asia region.
  • Detailed knowledge and understanding of the wider external HR environment and how best practice can be adapted/developed to support AHFs HR needs
  • Ability to travel at least 50% of the time.
  • Good command of administrative knowledge and practices. Good interpersonal and communication skills and capacity to work with a partner-based approach.
  • Be a strategic thinker, have good organizational and planning skills and ability to prioritize tasks and work quickly and accurately to meet deadlines.
  • Pro-active approach and flexible attitude to work.
  • Dynamic, entrepreneurial individual with a proven track record in analysis, problem solving, training and supply chain management.
  • Previous experience in effective hiring and resourcing plans, attracting the most talented, skilled and diverse workforce by cost –effectively leveraging AHFs value is preferred
  • Previous experience in managing and developing HR information strategic plans. Functional activities and project initiatives is preferred
  • Willing to accept assignments requiring off-hour support as required
  • Needs to be sensitive to patient population and issues surrounding HIV/AIDS;
  • Proficiency with HRIS systems.
  • Ability to maintain confidentiality. Ability to ask appropriate questions that uncover underlying issues and to confront issues directly. Ability to establish credibility and respond with good judgment.
  • Ability to complete a complex variety of tasks in an organized manner and to quickly change and adapt to new priorities.
  • Excellent Interpersonal skills and the ability to communicate effectively with all levels of staff, orally and in writing.
Job Duties :
  • Implementing company policies and guidelines and ensuring employee adherence to these mandates
  • Planning and identifying methods that will enhance the employees and client relations in the workplace to support organizational growth
    Participating in creation of and leading implementation of policies and procedures regarding staffing and workforce management to optimize productivity and service delivery.
  • Introduction of learning and development programs for the staff and management to enhance their skills.
  • Charting recruitment and retention programs to build a result oriented focus
  • Overseeing research for local market rates to assess its relationship to organizational compensation plans with aim of informing Director of HR and management
  • Developing policies regarding benefits and compensations of the staff that act as incentives for optimizing performance and sharing these with the HR department
    Supporting talent acquisition initiatives and contributing to sourcing, interviewing, selecting and training programs
  • Appraising local managers and initiating HR development programs
  • Briefing new managers and employees about company policies and procedures and leading the orientation of new staff

  • Ensure adherence to federal and national employment benefit laws
  • Gathering information regarding employee satisfaction, work conditions, wages and performance reports to inform management decisions
  • Take responsibility for developing, monitoring, and interpreting key performance indicators (KPIs).
  • Lead or participate in the development of guidelines, policies and procedures on HR issues in the region
  • Develop and implement HR elements for business travelers for each of the designated countries
  • Serve as a designated expert on the interpretation of human resource policy issues for the respective countries
  • Develop and assist in the implementation of HR programs for all specified countries with concentration on country labor law and legal policies
  • Collaborate with partners or contracted entities for an extended period to develop polices , processes, procedures and handles employee relations issues when required
  • In collaboration with other key managers, is responsible for hiring of local nationals to fill in vacant posts as may be required
  • Represent AHF and manages relationships with staff unions where this is applicable
  • Actively support, recommend and participate in continuous staff development/capacity/skills building processes. This includes seeking training opportunities for staff from other institutions through networking, collaborations and partnerships
  • Liaise with the HR department on a regular basis to keep them posted on HR related issues on a regular basis
  • Participates in planning and supervision activities with the aim of providing human resource support for all designated countries
  • Other duties may be assigned from time to time
